National Economics University Confers Honorary Doctorate on Prof. Dr. Stanislav Evgenievich Prokofiev

On the afternoon of April 7, 2026, National Economics University held a ceremony to confer the Honorary Doctorate on Prof. Dr. Stanislav Evgenievich Prokofiev, Rector of the Financial University under the Government of the Russian Federation.

Attending the program, from the Russian Federation Embassy in Vietnam were: Mr. Gennady S. Bezdetko – Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam; Mr. Andrey Bychkov – Counselor, Ministry of Science and Higher Education of the Russian Federation; Ms. Anna Gvozdeva – Third Secretary of the Russian Federation Embassy, Secretary to the Ambassador; Mr. Andrey Borodenko – Deputy Director of the Russian Science and Culture Center in Hanoi.

From the Financial University under the Government of the Russian Federation were: Prof. Dr. Stanislav E. Prokofiev – Rector; Prof. Dr. Grigorii Ostapenko – Vice Rector in charge of Digital Development; Mr. Kirill Kroshkov – Chief Operating Officer; Assoc. Prof. Dr. Liliya Prikhodko – Deputy Dean of Finance; Dr. To Thi Tuyet Khanh – Ambassador of Education and Science of Russia, Senior Specialist of the International Relations Department.

From the Department of International Collaboration, Ministry of Education and Training was Assoc. Prof. Dr. Nguyen Thu Thuy – Director of the Department of International Collaboration. From the representatives of external agencies was MSc. Ngo Van Giang – Deputy Director of the School of Economic and Financial Staff Training, Ministry of Finance.

From National Economics University were: Assoc. Prof. Dr. Bui Huy Nhuong – President; Assoc. Prof. Dr. Bui Duc Tho – Party Committee Secretary; Prof. Dr. Nguyen Thanh Hieu – Vice President; Prof. Dr. Tran Tho Dat – Chairman of the Scientific and Training Council; along with representatives of Schools, Departments, Faculties, Institutes, Centers; political-social organizations, and faculty members of the University.

Affirming the Comprehensive Strategic Partnership between Vietnam and the Russian Federation

In his speech at the ceremony to confer the Honorary Doctorate on Prof. Dr. Stanislav Evgenievich Prokofiev, Assoc. Prof. Dr. Bui Huy Nhuong – President of National Economics University stated that NEU is one of Vietnam’s leading institutions in the fields of economics, management, and business administration. Over more than 70 years of establishment and development, with a strong academic team and a significant role in policy advising, the university remains steadfast in pursuing the goals of enhancing training quality, fostering innovation, and integrating internationally.

The year 2026 marks the 70th anniversary of National Economics University – a significant milestone in the university’s sustainable development journey. According to Assoc. Prof. Dr. Bui Huy Nhuong, the awarding of the Honorary Doctorate to Prof. Dr. Stanislav Evgenievich Prokofiev is one of the first highlights in the international collaboration program of 2026, reflecting the development orientation in the new phase.

Additionally, the event also contributes to affirming the Comprehensive Strategic Partnership between Vietnam and the Russian Federation – built on a foundation of trust, mutual respect, and long-term cooperation. The relationship between the two universities is a vivid testament to this connection.

Assoc. Prof. Dr. Bui Huy Nhuong emphasized that Prof. Dr. Stanislav Evgenievich Prokofiev is a distinguished economist and an exemplary academic leader, with over three decades of dedication in the fields of public administration, higher education, and policy planning. The Professor’s scientific contributions, particularly in the area of public financial management, have left a profound impact both in academic research and policy practice. Additionally, in his leadership role, the Professor has contributed to enhancing the academic standing and expanding the international collaboration of the Financial University under the Government of the Russian Federation.

“As a close partner of National Economics University and a co-founder of the Vietnam-Russia Economic Universities Alliance, Prof. Dr. Stanislav Evgenievich Prokofiev has made significant and enduring contributions to promoting academic collaboration between the two countries. The Professor’s efforts in developing academic exchange programs, implementing joint academic programs, and strengthening connections between educational institutions have helped establish a solid foundation for long-term and effective cooperation,” affirmed the President of National Economics University.

It was also announced that National Economics University is honored to confer the title of Honorary Doctorate upon Prof. Dr. Stanislav Evgenievich Prokofiev in recognition of his substantial contributions to education, science, and international academic collaboration with Vietnam.

Assoc. Prof. Dr. Bui Huy Nhuong also expressed confidence that under the leadership of Prof. Dr. Stanislav Evgenievich Prokofiev, the cooperative relationship between the two universities will continue to grow robustly, making positive contributions to education, research, and the Comprehensive Strategic Partnership between Vietnam and the Russian Federation.

Bezdetko – Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam affirmed that the event not only honors the contributions of Professor Stanislav Evgenievich Prokofiev but also helps to nurture and deepen the traditional friendship between the two nations.

The Ambassador highly appreciated the effective cooperation between National Economics University and the Financial University under the Government of the Russian Federation in the fields of training, research, and academic exchange. On the foundation of the Comprehensive Strategic Partnership between Vietnam and the Russian Federation, he expressed confidence that educational and scientific cooperation between the two countries will continue to expand and develop more substantively and effectively in the future.

Prof. Dr. Stanislav Evgenievich Prokofiev and His Significant Contributions to Science and Education

Mr. Stanislav Evgenievich Prokofiev, born in 1968 in Saratov, is a Russian economist, Doctor of Economics, Professor, and Doctor of Philosophy. Since 2021, he has served as the Rector of the Financial University under the Government of the Russian Federation – one of the country’s leading economic universities.

S.E. Prokofiev’s professional career spans over three decades in the fields of economics, financial management, public administration, and higher education. He advanced from research, teaching, and expert consulting positions to leadership roles in federal executive agencies, including many years at the Treasury of the Russian Federation, where he served as Deputy Director-General from 2005 to 2021.

Since 2021, under his leadership, the Financial University under the Government of the Russian Federation has strengthened its position in national rankings, expanded international academic relations, and enhanced the development of educational, research, and international cooperation programs.

Prof. Dr. Stanislav Evgenievich Prokofiev places special emphasis on developing humanitarian and international educational cooperation, including partnerships with universities in Asian countries. The Financial University has continuously expanded its collaboration with educational and scientific centers in Vietnam, developing academic exchange programs, joint programs, and academic research projects.

S.E. Prokofiev is the author and co-author of over 150 scientific publications, textbooks, and monographs on economics, state and local management, financial policy, and public finance. He actively participates in expert and scientific consulting activities.

A significant achievement of S.E. Prokofiev is the establishment of the Interdisciplinary School of Public Sector Financial Management. Under his leadership, research activities have been organized to promote the theory, methodology, and practice of state management, developing innovative methods, tools, and mechanisms for public sector financial management, in line with the economic-social and scientific-technological development priorities and goals of the Russian Federation. The school’s research team forms the core research group of the university in the field of Public Sector Financial Management.

University Leadership Awards Honorary Doctorate to Prof. Dr. Stanislav Evgenievich Prokofiev – Rector of the Financial University under the Government of the Russian Federation

Thanks to his significant contributions to the development of science, education, and state management, Prof. Dr. Stanislav Evgenievich Prokofiev has been awarded state medals of the Russian Federation, including the Order of Honor and the Order of Friendship.

He has also been conferred the honorary titles of “Distinguished Economist of the Russian Federation” and “Distinguished Scientist of the Russian Federation,” along with numerous sectoral and international awards. In 2024, he was conferred the title of Honorary Professor of the Belarusian State University of Economics.

In educational collaboration with Vietnam, Prof. Dr. Stanislav Evgenievich Prokofiev has advised the Government of the Russian Federation on cooperative projects in the fields of finance and economics for small and medium enterprises between Russia and Vietnam (paving the way for direct flights from Moscow to Ho Chi Minh City by Aeroflot).

Additionally, he directly guided the personnel of the International Cooperation Center of the Financial University under the Government of the Russian Federation to actively coordinate with the governing bodies of both countries and partner universities in Vietnam to successfully negotiate and sign bilateral cooperation agreements, notably establishing the Association of Russian-Vietnamese Economic Universities (26/11/2024). In this, the National Economics University and the Financial University under the Government of the Russian Federation serve as co-founders, aiming to expand academic exchanges, jointly research scientific topics, and organize joint international conferences.

Through his leadership and academic connectivity, Prof. Dr. Stanislav Evgenievich Prokofiev has made significant contributions to promoting and developing comprehensive cooperation between the National Economics University and the Financial University under the Government of the Russian Federation.

Also within the program framework, Prof. Dr. Stanislav Evgenievich Prokofiev delivered a specialized lecture on cash management in the Russian Federation’s budget system, providing valuable academic insights and practical experiences to the students of the National Economics University.

Accordingly, the focus of the model is the Unified Treasury Account (EKS), which allows for the concentration of budget resources, flexible liquidity regulation, and additional revenue generation for the State. Simultaneously, the application of Artificial Intelligence and Big Data is identified as a key factor in enhancing forecasting capabilities, risk control, and modernizing public financial management.

Alongside the achieved results, the lecture also highlighted several challenges in cash management in the Russian Federation, such as high cash reserve levels, limitations in the Treasury’s capital mobilization rights, and the need to improve the unified digital platform. Based on this, proposed solutions include expanding capital mobilization tools, establishing a specialized state financial agency, and developing a unified transaction platform.

The lecture provided a comprehensive overview of modern public financial management models, while also offering numerous reference directions for the improvement of budget management mechanisms in the context of digital transformation and international integration.
