Ceremony for Receiving the Third-Class Labor Order and Celebrating 20 Years of Development of the Advanced, High-Quality, and POHE Programs

On the morning of September 18, 2026, the National Economics University held the Ceremony for Receiving the Third-Class Labor Order and Celebrating 20 Years of Development of the Advanced, High-Quality, and POHE Programs.

Program Overview

Attending the program, from the external delegates, were: Dr. Doan Trung Kien – Deputy Minister of Education and Training; Mr. Nguyen Anh Tuan – Deputy Head of the Central Emulation and Commendation Board; Assoc. Prof. Dr. Truong Ho Hai – Full-time Delegate of the National Assembly’s Legal and Judicial Committee of the 16th National Assembly; Assoc. Prof. Dr. Nguyen Thu Thuy – Director of the Department of International Collaboration, Ministry of Education and Training; Mr. Tran Van Thinh – Chief of the Party Committee Office, Ministry of Education and Training; Mr. Canh Chi Dung – Deputy Director of the Personnel Organization Department, Ministry of Education and Training; Mr. Pham Van Sinh – Deputy Director of the Planning and Finance Department, Ministry of Education and Training; Mr. Dinh Ngoc Dinh – Deputy Chief of Office, Ministry of Education and Training; Ms. Nguyen Minh Phuong – Chief of Office of the General Department of Market Management, Ministry of Industry and Trade; Lieutenant Colonel Nguyen Khanh Ly – Head of the Education Security Team, PA03.

From the National Economics University, there were: Assoc. Prof. Dr. Bui Duc Tho – Party Secretary, Rector; Assoc. Prof. Dr. Bui Huy Nhuong – Vice Rector; Prof. Dr. Nguyen Thanh Hieu – Vice Rector; Prof. Dr. To Trung Thanh – Vice Rector; Assoc. Prof. Dr. Nguyen Huu Anh – Vice Rector; Dr. Vu Van Ngoc – Director of the Institute of Advanced, High-Quality, and POHE Training; along with former university leaders; representatives of the leadership of Schools, Departments, Faculties, Institutes, Centers; business partners; faculty members, students, and alumni of the Institute of Advanced, High-Quality, and POHE Training.

At the end of 2005, Resolution No. 14/2005/NQ-CP dated November 2, 2005, of the Government on the fundamental and comprehensive renovation of Vietnamese higher education for the period 2006 – 2020 was introduced in the context of Vietnamese higher education beginning to accelerate innovation and international integration. Based on Resolution No. 14/2005/NQ-CP, the Ministry of Education and Training assigned the National Economics University (formerly the University of Economics and Business) along with 8 other key universities to develop advanced programs, fully taught in English and referencing the curriculum of prestigious universities worldwide.

Sharing about the 20-year journey, Dr. Vu Van Ngoc – Director of the Institute of Advanced, High-Quality, and POHE Training, National Economics University, said: “In 2006, the first cohort of the advanced program in Finance and Banking, based on collaboration with California State University, Long Beach, USA, admitted 81 students. The Advanced Program in Finance and Banking was developed based on collaboration and curriculum alignment with California State University, Long Beach, USA;

This was not merely the adoption of a foreign curriculum. More importantly, it marked the beginning of a new approach to education in English, utilizing international textbooks and standards. It involved innovating teaching methods, increasing the participation of international lecturers, and gradually building a global learning environment right in Vietnam.”

From that initial foundation, the system of programs at the Institute of Advanced, High-Quality, and POHE Training has gradually expanded with Advanced Programs, High-Quality Programs, POHE Programs, and Business Analytics Programs in new directions, increasingly meeting the diverse needs of learners and the labor market.

A consistent feature of the Advanced, High-Quality, and POHE Programs is their development not in isolation but with the collaboration of many universities and international organizations; expanding student and faculty exchanges; establishing transfer programs and credit recognition; sending students abroad for studies and increasingly welcoming international students to study at the National Economics University.

“From primarily learning from the world, we have gradually moved to learning with the world and are now aiming to co-create with the world; this is how we understand internationalization in the new phase: not only sending Vietnamese students abroad but also bringing the world into the classroom; not only receiving international knowledge but also creating new programs, learning experiences, and values with our partners,” Dr. Vu Van Ngoc stated.

In addition to continuously improving the quality of the academic programs, over the past 20 years, the Institute of Advanced, High-Quality, and POHE Training has always valued building a comprehensive educational environment; where students not only study to gain knowledge and professional skills but also engage in academic research, training, experience, talent development, responsibility, and leadership skills.

Dr. Vu Van Ngoc also shared the next phase, where the Institute aims to continue developing based on four orientations: interdisciplinary – internationalization – flexibility – personalization; continue integrating artificial intelligence, data analytics, and digital competencies into the curriculum; expand student and faculty exchanges; develop elite academic programs with higher requirements and standards through enhanced collaboration with businesses, universities, and international professional organizations.

Simultaneously, the Institute will focus more on training and developing talents, creating an academic environment where students with abilities and aspirations are challenged, can research, create, experience internationally, and maximize their potential.

“Our goal is not only to train students with good knowledge but also those who can adapt, learn lifelong, use technology and data to make decisions, have a global mindset, and be responsible to the community,” Dr. Vu Van Ngoc said.

Also at the ceremony, Assoc. Prof. Dr. Bui Duc Tho – Party Committee Secretary, President of the National Economics University shared: “20 years ago, we started with the first Advanced Program – a bold step with a pioneering spirit in university education reform. 20 years later, the National Economics University proudly offers 29 Advanced, High-Quality, POHE, and Business Analytics programs – all of which have achieved accreditation from international accreditation organizations ACBSP (USA) and FIBAA (Europe).

With outstanding achievements and contributions over the past 20 years, the Institute of Advanced, High-Quality, and POHE Training, National Economics University is honored to receive the Third-Class Labor Order from the President – a prestigious award from the Party and State recognizing the Institute’s relentless efforts for the development of the Advanced, High-Quality, POHE, and Business Analytics programs.”

Assoc. Prof. Dr. Bui Duc Tho further shared that the success of the Advanced, High-Quality, POHE, and Business Analytics programs today is also the result of the collaboration with international partners, renowned universities, government agencies, organizations, businesses, and industry associations.

“I firmly believe that, building on the solid foundation of 20 years of a ‘journey of brilliance,’ with the unity and determination of the staff at the Institute of Advanced Education, High Quality and POHE in particular, and of the National Economics University in general, along with the support of domestic and international partners and generations of AEP students and alumni, we will continue to write new and even more successful chapters in the journey ahead,” emphasized Assoc. Prof. Dr. Bui Duc Tho.

Twenty years of formation and development of the Advanced, High Quality, POHE, and Business Analytics Programs mark the journey of the National Economics University in gradually innovating its educational model, expanding international collaboration, and enhancing quality according to international standards. Building on the foundations established, the next phase will focus on developing interdisciplinary, flexible, and personalized academic programs; enhancing the integration of artificial intelligence, data, and digital capabilities; expanding student and faculty exchanges and connections with universities, businesses, and international professional organizations. Through this, the National Economics University continues to create a learning environment rich in integration, talent development, and prepares learners with adaptive capabilities, global thinking, and the ability to create value in an ever-changing world.
