In this journey, the collaboration between the National Economics University and the National Assembly’s Committee on Economic and Financial Affairs has been built on a foundation of traditional cooperation. Comrade Phan Van Mai – Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the Economic and Financial Committee of the National Assembly delivers a speech

At the Ceremony, Comrade Phan Van Mai – Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the Economic and Financial Committee of the National Assembly expressed his delight at the official signing of the Cooperation Program between the two units; and highly appreciated the reputation and contributions of the National Economics University in training, research, and policy consultancy. On the occasion of NEU’s upcoming 70th anniversary, Comrade Phan Van Mai extended his congratulations on the achievements the University has attained and expressed his hope that the University will continue to uphold its tradition and make further contributions to the country’s development in the future.

According to Comrade Phan Van Mai, to effectively carry out the tasks of legislation, supervision, and participation in deciding important national issues, the Economic and Financial Committee needs to enhance the mobilization of intellectual resources from educational institutions, research bodies, experts, scientists, and practitioners. This is not a new requirement arising from the signing of this Program, but a consistent orientation in the Committee’s activities. On this basis, establishing an official coordination mechanism with the National Economics University – an institution with strengths in training, research, and policy consultancy – is expected to better leverage intellectual resources to serve the activities of the National Assembly.

Comrade Phan Van Mai also highly valued the potential for cooperation between the two parties, particularly from the team of experts, scientists, academic network, and the research and policy consultancy capabilities of the National Economics University. Through the coordination mechanism, the University’s research results have more opportunities to be integrated into the institutionalization process, policy improvement, legislation, supervision, and decision-making on important national issues. Conversely, practical issues arising in the National Assembly’s activities will also provide additional research challenges, helping the University’s scientific activities to be more closely aligned with the country’s development needs.

Emphasizing the significance of implementing the agreement into practice, the Chairman of the Economic and Financial Committee stated that while the content of the Program has been relatively comprehensively developed, the effectiveness of the cooperation depends significantly on the organization of its implementation. Therefore, both parties need to appropriately mobilize resources, determine coordination methods, and specify the responsibilities of focal points to promptly implement practical activities. Through this, the cooperation between the Economic and Financial Committee of the National Assembly and the National Economics University can leverage each party’s strengths to jointly address practical economic issues and contribute to the country’s development goals in the new phase.

According to the signed content, the Cooperation Program for the period 2026–2031 will be implemented from the date of signing until the end of the 16th National Assembly term. Before the end of the term, both parties will evaluate the implementation results and consider extending or signing a new Cooperation Program for the next period.

The Program focuses on key orientations, including: researching, developing, and improving policies and laws, advising on strategic economic and financial issues; providing scientific foundations for supervision and decision-making on important national issues; training, fostering, and developing human resources; organizing research, surveys, and academic exchanges; implementing international collaboration; carrying out scientific tasks and digital transformation to serve the National Assembly’s activities; building and promoting a network of experts and scientists for policy consultancy.

Notably, in research and academic exchange activities, both parties agreed to annually organize the Vietnam Economic Assessment Forum (National Scientific Conference), focusing on evaluating macroeconomic developments, conducting in-depth analysis of key topics each year, and proposing policy recommendations. The Program also aims to leverage the team of experts, research centers, and scientific infrastructure of the National Economics University to develop and transfer analytical tools, forecasts, policy impact assessments, information systems, databases, and digital platforms applying artificial intelligence and big data to serve the National Assembly’s activities.

To bring the cooperation contents into practice, both parties will coordinate through working groups, expert groups, and research groups; organize conferences, seminars, discussions, and field surveys; implement scientific tasks, training programs, projects, and activities agreed upon. Specific contents will be implemented through action programs, annual plans, and according to each task, project, and proposal.

The Economic and Financial Committee of the National Assembly assigns the Economic and Financial Department, and the National Economics University assigns the Science Management Department as the focal points for advising and organizing the implementation of the program. Annually, the focal units will develop plans to present to the leadership of both parties for decision-making, as well as evaluate the implementation results and agree on the plan for the following year.

Building on the foundation of collaboration developed over many years, the program creates favorable conditions for both parties to strengthen cooperation in research, policy consultation, training, digital transformation, and expert networking. This collaboration leverages the strengths of each party, providing additional scientific and practical arguments to support the process of policy and legal refinement and the socio-economic development of the country.
