Preparing for and Organizing the 2025 High School Graduation Examination

On May 10, 2025, the Prime Minister issued Official Telegram No. 61/CĐ-TTg on organizing the high school graduation examination, ensuring staffing levels for preschool and general education teachers, and summer breaks for children and students in 2025.

Accordingly, the Prime Minister required the following measures to prepare for and organize the 2025 high school graduation examination:

– Chairpersons of the People’s Committees of provinces and centrally governed cities shall:

+ Take full responsibility for the examination in their localities, ensuring that organizational restructuring does not affect its organization. Strictly implement the Prime Minister’s instructions in Official Telegram No. 58/CĐ-TTg of 2025 and Directive No. 37/CT-TTg of 2024 on directing and coordinating the organization of the examination to ensure quality, safety, integrity, and effectiveness, reduce pressure, and create favorable conditions for students.

+ Focus on thorough preparation and ensuring all necessary conditions, with specific plans and arrangements for organizing the examination that ensure six clearly defined elements: “personnel, tasks, responsibilities, authority, timelines, and results.” Strengthen inspections at every stage and step, particularly the assignment of responsibilities to relevant agencies, organizations, and individuals accountable throughout the preparation and organization of the examination.

– The Ministry of Education and Training (MOET) shall strengthen inspections of examination preparation and organization to ensure adequate staffing and thorough preparations for all examination arrangements in accordance with regulations. It shall promptly address and resolve difficulties and emerging issues during examination preparation and organization, and refer those beyond its authority to the competent authorities for resolution.

– Relevant ministries and agencies shall proactively develop detailed, specific plans and arrangements for coordinating the organization of the examination, ensuring consistency and seamless implementation from the central to the local level in all circumstances; strictly implement the Prime Minister’s instructions in Official Telegram No. 58 on strengthening examination organization.

– The Central Executive Committee of the Ho Chi Minh Communist Youth Union is requested to coordinate closely with the Ministry of Education and Training (MOET) to provide direction and specific guidance and organize examination support activities to assist candidates and their family members and support efforts to ensure order and safety during the examination.

– Authorities at all levels, sectors, and mass organizations shall provide direction and coordinate closely with the education sector to support and create the most favorable conditions for examination candidates, families, and educational institutions in organizing the examination.

– General education institutions and parents shall give attention, guidance, and support to students as they review and consolidate their knowledge, providing the best possible conditions in terms of knowledge, competencies, physical health, and mental well-being so that students can approach the examination feeling comfortable and confident and achieve the best possible results.
