Prof. Dr. Nguyen Huu Anh – Deputy Director of the University speaking

In his speech at the Conference, Prof. Dr. Nguyen Huu Anh – Deputy Director of the National Economics University emphasized that protecting state secrets is not the sole responsibility of a specific division or a few assigned personnel, but is the responsibility of the entire system and each individual during task execution. For the National Economics University, this requirement is even more critical as academic programs, academic research, policy consulting, management, and international collaboration activities are frequently associated with the creation, reception, and processing of large volumes of information, data, and documents.

“The stronger the digital transformation, the stricter the confidentiality discipline must be; the wider the application of AI, the higher the responsibility to protect information,” Prof. Dr. Nguyen Huu Anh emphasized, while also urging each unit and staff member to shift from a reactive mindset of incident handling to proactively identifying and managing risks; to execute tasks with the right authority, right process, right people, right purpose, and right environment, gradually making state secret protection a part of the responsibility culture and management culture at the National Economics University.

The Deputy Director of the University also acknowledged and expressed gratitude for the attention, guidance, and support from the Internal Political Security Division – Hanoi City Police (PA03) in the work of protecting state secrets at the National Economics University; at the same time, expressed the desire to continue receiving cooperation and support in the future.

One of the key topics at the Conference was the operational requirements in managing and handling electronic documents containing state secrets. The speaker clarified each stage from creation, issuance, receipt to retrieval, extension, adjustment of confidentiality level, and the use of electronic confidentiality markers on the digital document management system. Additionally, the regulations on copying, authority to permit copying, and destruction of state secret documents were specifically discussed, helping staff from various units to grasp the process and implement it consistently in practical work.

Notably, the content of protecting state secrets on digital platforms and the risks posed by artificial intelligence (AI) were addressed in connection with the practical activities of higher education institutions. Assoc.
