On the morning of January 15, 2025, the Party cell of the Institute of Advanced, High-Quality and POHE Programs, under the Party Organization of National Economics University (NEU), successfully held its Congress for the 2025-2027 term. The University’s Party Committee selected this Party cell to hold a pilot congress to draw lessons for organizing congresses at all levels within the Party Organization, in preparation for the 29th NEU Party Congress for the 2025-2030 term.

Prof. Dr. Bui Huy Nhuong, Vice President; Prof. Dr. Nguyen Thanh Hieu, Vice President; Dr. Nguyen Huu Dong, Deputy Secretary of the Party Committee and Chair of the NEU Trade Union; Dr. Vu Van Ngoc, Dean of the Institute of Advanced, High-Quality and POHE Programs; members of the five working groups overseeing congresses of subordinate Party organizations and Party cells; and secretaries and deputy secretaries of subordinate Party organizations and Party cells throughout the Party Organization.

In a spirit of promoting democracy, strengthening solidarity and upholding principles, the Congress focused on hearing and discussing the political report and the report reviewing the Party cell committee’s leadership and direction during the 2022-2025 term, and carried out other items as prescribed.

During the 2022-2025 term, the Party cell of the Institute of Advanced, High-Quality and POHE Programs received close direction and leadership from the Party Committee and the NEU Board of Presidents, enabling it to effectively exercise its leadership role in carrying out its tasks. Political and ideological education was prioritized. Attention was also paid to recruiting Party members and conducting inspection and oversight.

In 2024, the Party cell of the Institute of Advanced, High-Quality and POHE Programs held two thematic meetings on the article by the late General Secretary Nguyen Phu Trong, “Proud and Confident Under the Glorious Flag of the Party, Determined to Build an Increasingly Prosperous, Strong, Civilized, Cultured and Heroic Vietnam,” and a thematic meeting on the Politburo’s Regulation No. 144-QĐ/TU dated May 9, 2024, on revolutionary ethical standards for officials and Party members in the new period, and the Politburo’s Directive No. 35-CT/TU dated June 14, 2024, on Party congresses at all levels toward the 14th National Party Congress. The Party cell also consistently paid attention to and closely directed Party recruitment among outstanding Youth Union members. In particular, the Institute’s Youth Union federation provided written guidance to each Youth Union branch on organizational arrangements and procedures to help outstanding members complete their applications for consideration for Party admission.

During the 2022-2023 and 2023-2024 academic years, the Youth Union federation had the honor of seeing 64 outstanding Youth Union members admitted to the Communist Party of Vietnam. During the 2022-2025 term, the Institute of Advanced, High-Quality and POHE Programs increased both the number of its academic programs and its enrollment, while also improving student quality, with seven new academic programs introduced and successfully recruiting students. Accreditation of academic programs against international standards continued systematically and effectively, with 19 programs certified by the Accreditation Council for Business Schools and Programs (ACBSP, United States). Students enrolled in the Institute’s academic programs have their credits recognized and can transfer to renowned universities worldwide, including the University of East Anglia (United Kingdom); Macquarie University (Australia); Griffith University (Australia); California State University, San Bernardino (United States); and Saxion University (Netherlands), among others.

The Presidium chairs the Congress

The Party Cell Congress of the Institute of Advanced, High-Quality and POHE Programs for the 2025-2027 term took place following NEU’s transition from a university to a comprehensive university and its attainment of international higher education institutional accreditation from the Foundation for International Business Administration Accreditation (FIBAA, Switzerland). Accordingly, NEU has undergone numerous organizational changes, including the establishment of constituent schools. NEU continues to pursue its development as a smart, multidisciplinary university spanning multiple fields, pioneering digital transformation and operating a modern, smart governance system. The Institute’s academic programs contribute to implementing Party and Government resolutions and decisions, including the Politburo’s Resolution No. 30-NQ/TƯ dated November 23, 2022, on socioeconomic development and ensuring national defense and security in the Red River Delta through 2030, with a vision to 2045; and the Prime Minister’s Decision No. 1600/QĐ-TTg dated December 19, 2024, approving the Project on International Integration in Education and Training through 2030.

Building on the results achieved during the past term, the Party cell of the Institute of Advanced, High-Quality and POHE Programs continues to lead Party members in effectively fulfilling their political tasks, providing political and ideological education, and safeguarding internal political integrity. In particular, it leads political and ideological communication and education among staff, Party members, young people and students, in conjunction with promoting the study and practice of Ho Chi Minh’s thought, ethics and style.

In its professional work, the Party cell continues to lead the Institute in expanding the application of information technology to program management and operations, emphasizing the use of software, electronic textbooks, open educational resources and online resources to support program management, operations, teaching and learning. It also seeks to strengthen admissions counseling to maintain current enrollment and attract outstanding students, thereby contributing to improving educational quality; and to prioritize staff training and development, sending Institute staff abroad for professional training in general and to partner universities in particular. In Party building, the Institute of Advanced, High-Quality and POHE Programs will continually innovate and improve the quality of Party cell meetings and professional meetings. The Institute’s Party cell has also set a target of admitting two new Party members during the 2025-2027 term, contributing to the successful fulfillment of its assigned political tasks.

In a spirit of frank and serious review, self-criticism and criticism, the Party cell of the Institute of Advanced, High-Quality and POHE Programs aims to continue reforming its working methods and practices and improving the effectiveness of its leadership in carrying out political tasks; devote greater attention to Party building and rectification and to building a strong Institute and strong political mass organizations; and continue reforming personnel work.

In a democratic atmosphere and with a strong sense of responsibility, the Congress elected the Party cell committee for the 2025-2027 term, comprising:
