2025 admissions methods for undergraduate programs and college-level Early Childhood Education programs
The Minister of Education and Training issued Circular 06/2025/TT-BGDĐT dated March 19, 2025, amending the Regulations on Admissions to Undergraduate Programs and College-Level Early Childhood Education Programs issued together with Circular 08/2022/TT-BGDĐT dated June 6, 2022.
The admissions methods for undergraduate programs and college-level Early Childhood Education programs are specified as follows:
(i) Training institutions shall determine one or more admissions methods for undergraduate programs and college-level Early Childhood Education programs (entrance examinations, admission review, or a combination of entrance examinations and admission review), to be applied across the institution or separately to certain academic programs, fields of study, or groups of fields. An academic program, field of study, or group of fields may use multiple admissions methods concurrently.
(ii) Each admissions method for undergraduate programs and college-level Early Childhood Education programs must clearly specify the criteria for assessment and admission review, the method for calculating admission review scores, and the conditions for admission, including the following:
– The primary criteria used for assessment and admission review must be based on the foundational knowledge and core competencies that applicants need to pursue the academic program, field of study, or group of fields.
– The total additional points, reward points, and incentive points (collectively referred to as bonus points) awarded to applicants with exceptional achievements or foreign language certificates must not exceed 10% of the maximum score on the admission review scale (a maximum of 3 points on a 30-point scale).
– Every applicant must have the opportunity to attain the maximum score on the admission review scale, but no applicant’s admission review score (including all bonus points and priority points) may exceed this maximum.
(iii) For admissions methods based on academic performance or examination results by subject (final high school subject grades, high school graduation examination subject scores, and other assessment results):
– The subject combination used for admission review must include at least three subjects appropriate to the characteristics and requirements of the academic program, including mathematics or literature with a weight of at least 25% in the admission review score calculation; from 2026, subjects shared across the combinations must account for at least 50% of the weight in the admission review score calculation.
– For foreign language certificates used to obtain exemption from the high school graduation examination under the current Regulations on the High School Graduation Examination, training institutions may convert these certificates into foreign language subject scores for inclusion in admission review subject combinations, with a weight not exceeding 50% in the admission review score calculation.
– Where high school academic performance is used for admission review, applicants’ full-year grade 12 academic results must be used, with a weight of at least 25% in the admission review score calculation.
(iv) For an academic program, field of study, or group of fields with multiple admissions methods or admission review subject combinations:
– Training institutions must establish rules for converting entry thresholds and admission cutoff scores across admissions methods, admission review methods, and admission review subject combinations to equivalent values in accordance with the uniform guidance of the Ministry of Education and Training (MOET), ensuring the selection of applicants who best meet the entry requirements of the academic program, field of study, or group of fields.
– Separate admission review codes or quotas must not be established for individual admission review methods or admission review subject combinations, except for direct admission quotas stipulated in the Regulations on Admissions to Undergraduate Programs and College-Level Early Childhood Education Programs under Article 8 of Circular 08/2022.
(v) Training institutions are accountable for explaining the scientific and practical grounds for determining admissions methods, admission review methods, admission review subject combinations, the conversion of foreign language certificates into foreign language subject scores, and the rules for converting entry thresholds and admission cutoff scores to equivalent values. These must be based on data from the analysis, evaluation, and comparison of the academic results of students admitted in previous years.
