Ministry of Education and Training (MOET)’s Plan for Consolidating Legal Normative Documents

On March 21, 2025, the Ministry of Education and Training (MOET) issued Decision 738/QĐ-BGDĐT on the 2025 Plan for consolidating legal normative documents, codifying the system of legal norms, and updating documents in the National Database of Legal Documents under the responsibility of the Ministry of Education and Training.

Under the Plan, the Department of Legal Affairs is assigned to lead and coordinate with relevant units under the Ministry to carry out the following tasks:

– Review, monitor, and compile a list of legal normative documents requiring consolidation.

– Consolidate legal normative documents that have been amended and supplemented with the legal normative documents amending and supplementing them, within the consolidation authority of the Minister of Education and Training, ensuring accuracy in content and technical presentation in accordance with the Ordinance on Consolidation of Legal Normative Documents.

– Submit consolidated documents to the Ministry’s leadership for authentication by signature, specifically as follows: (i) A Deputy Minister who signs to promulgate an amending and supplementing legal normative document shall simultaneously sign to authenticate the consolidated document incorporating that amending and supplementing document; (ii) For consolidated documents incorporating legal normative documents of the Government and the Prime Minister that fall within the consolidation authority of the Minister of Education and Training (Government Decrees and Prime Minister’s Decisions), the Deputy Minister assigned responsibility for the amending and supplementing document, or for the document being amended and supplemented if another agency leads the drafting of the amending and supplementing document, shall sign to authenticate the consolidated document; (iii) In other cases, the Minister shall sign to authenticate the consolidated document or authorize a Deputy Minister to do so.

– Coordinate with the Ministry Office to publish consolidated documents in the Official Gazette, on the Government’s web portal, and on the Ministry’s web portal in accordance with regulations.

– Address any errors in consolidated documents and publish corrections in the Official Gazette in accordance with regulations.

– Prepare a report on the Ministry’s consolidation of legal normative documents in 2025 and ad hoc reports upon request.

– Prepare a funding estimate for the consolidation of legal normative documents in the field of education in 2025, with expenditure items and rates in accordance with Joint Circular 192/2013/TTLT-BTC-BTP dated December 13, 2013, issued by the Minister of Finance and the Minister of Justice, on the preparation of estimates, management, use, and final accounting of state budget funds for the consolidation of legal normative documents and codification of the system of legal norms, and other relevant regulations; submit the estimate to the Department of Planning and Finance for appraisal and incorporation into the Ministry’s overall 2025 budget estimate.
