Plan for inspections and checks of the 2025 national high school graduation exam

(ii) Clearly define the responsibilities and authority of the Ministry of Education and Training (MOET), the People’s Committees of provinces and centrally governed cities (hereinafter collectively referred to as provincial People’s Committees), Departments of Education and Training, and universities, academies, university-level institutions, and colleges (training institutions) in conducting inspections and checks of the exam:

– MOET assumes overall responsibility for the exam and organizes inspections and checks of its stages within its authority.

– Provincial People’s Committees assume overall responsibility for the exam within their jurisdictions and organize inspections and checks of all stages of the exam in accordance with the Prime Minister’s directives, guidance from MOET and the Government Inspectorate (if any), and legal regulations, ensuring safety and rigor and preventing errors, misconduct, and violations of the exam regulations.

– Strengthen decentralization and delegation of authority to Departments of Education and Training and training institutions in organizing and participating in inspections and checks of the stages of the national high school graduation exam.

(iii) Direct and organize inspections and checks flexibly and in line with actual conditions, ensuring the independence of inspection and checking activities, with no omissions or gaps and without being caught unprepared.

(iv) Organize inspection and checking teams systematically and appropriately, avoiding overlap in inspection and checking activities. Assign training institutions to inspection and checking duties appropriately and objectively, minimizing the assignment of local training institutions to work directly in their own localities.

(v) Ensure joint and shared responsibility between Departments of Education and Training and training institutions for organizing the exam.
