(ii) Clearly define the responsibilities and authority of the Ministry of Education and Training (MOET), the People’s Committees of provinces and centrally governed cities (hereinafter collectively referred to as provincial People’s Committees), Departments of Education and Training, and universities, academies, university-level institutions and colleges (training institutions) in inspections and checks of the exam:

– MOET bears overall responsibility for the exam and organizes inspections and checks of its stages within its authority.

– Provincial People’s Committees bear overall responsibility for the exam in their localities and organize inspections and checks of all stages of the exam in accordance with the Prime Minister’s directions, guidance from MOET and the Government Inspectorate (if any), and legal regulations, ensuring safety and strict compliance and preventing errors, misconduct and violations of the exam regulations.

– Strengthen decentralization and delegation of authority to Departments of Education and Training and training institutions in organizing and participating in inspections and checks of the stages of the national high school graduation exam.

(iii) Direct and organize inspections and checks flexibly, in line with actual conditions, ensuring the principle of independence in inspections and checks, with no omissions or gaps and a proactive approach.

(iv) Organize teams to conduct inspections and checks systematically and appropriately, ensuring that their activities do not overlap. Assign training institutions to inspection and check duties appropriately and objectively, minimizing the assignment of local training institutions to work directly in their own localities.

(v) Ensure joint and shared responsibility between Departments of Education and Training and training institutions in organizing the exam.
