Guidance on Inspections for the 2025 National High School Graduation Exam
On April 28, 2025, the Ministry of Education and Training (MOET) issued Official Letter No. 2034/BGDĐT-TTr of 2025 providing guidance on inspections and checks for the 2025 national high school graduation exam.
Accordingly, the purposes of inspections and checks for the 2025 national high school graduation exam include:
– Helping ensure that the exam is conducted safely, with integrity, and in accordance with the Exam Regulations and relevant documents.
– Obtaining timely information on the exam to help management agencies, organizations, and individuals participating in the exam comply with the Exam Regulations, relevant documents on exam organization, and MOET directives. Fostering positive practices; contributing to more effective and efficient state management; and protecting the interests of the State and the lawful rights and interests of agencies, organizations, and individuals involved in the exam.
– Preventing and identifying shortcomings, inadequacies, and violations in order to address violations or recommend action on them (if any); and recommending that competent authorities improve exam regulations in subsequent years.
The requirements for inspections and checks for the 2025 national high school graduation exam are as follows:
– Organizing exam inspections and checks in accordance with laws on inspections and checks and the regulations for the national high school graduation exam; ensuring accuracy, objectivity, honesty, transparency, democratic participation, and timeliness, without obstructing the normal activities of agencies, organizations, and individuals subject to inspections and checks.
– Clearly defining the responsibilities and powers of the Ministry of Education and Training (MOET), People’s Committees of provinces and centrally governed cities (hereinafter collectively referred to as provincial People’s Committees), Departments of Education and Training, and universities, academies, university-level institutions, and colleges (training institutions) in exam inspections and checks:
+ MOET bears overall responsibility for the exam and organizes checks at each stage of the exam within its authority.
+ Provincial People’s Committees bear overall responsibility for the exam within their jurisdictions and organize inspections and checks at all stages of the exam in accordance with the Prime Minister’s directives, guidance from MOET and the Government Inspectorate (if any), and legal regulations, ensuring safety and integrity and preventing errors, misconduct, and violations of the Exam Regulations.
+ Strengthening decentralization and delegation of authority to Departments of Education and Training and training institutions in organizing and participating in inspections and checks at each stage of the exam.
– Directing and organizing inspections and checks flexibly and in line with actual conditions, ensuring the principle of independence in inspections and checks, with no omissions or gaps and without being caught unprepared.
– Organizing teams to conduct inspections and checks systematically and appropriately, without overlap in their activities. Assigning training institutions to conduct checks appropriately and objectively, without assigning local training institutions to work directly in their own localities (except in special circumstances or cases of force majeure).
– Ensuring joint and shared responsibility between Departments of Education and Training and training institutions in organizing the exam.
