On April 25, 2025, the Government issued Decree 92/2025/NĐ-CP on benefits and policies for senior experts.

Accordingly, benefits and policies for senior experts who are cadres, civil servants, or public employees are prescribed as follows:

Persons specified in Clause 1, Article 2 of Decree 92/2025/NĐ-CP who hold leadership or management positions, receive salaries based on civil service ranks and steps or public employee professional titles, and receive leadership position allowances, or who do not hold leadership or management positions, shall cease holding their previous positions from the date they are appointed as senior experts. Their salaries shall be set according to the senior expert salary scale promulgated with Decree 204/2004/NĐ-CP on salary arrangements for cadres, civil servants, public employees, and the armed forces (hereinafter referred to as the Senior Expert Salary Scale), and they shall receive the following benefits and policies:

– Those holding leadership or management positions with a position allowance coefficient of 0.9 or below, or not holding leadership or management positions, shall receive the following benefits and policies:

+ Placement at step 1, with a salary coefficient of 8.80, on the Senior Expert Salary Scale;

+ Benefits and policies relating to public duties equivalent to those for the position of Assistant to senior Party and State leaders.

– Those holding leadership or management positions with a position allowance coefficient from 1.0 to 1.25 shall receive the following benefits and policies:

+ Placement at step 2, with a salary coefficient of 9.40, on the Senior Expert Salary Scale;

+ Benefits and policies relating to public duties equivalent to those for the position of Deputy Minister.

– Those holding leadership or management positions with a position allowance coefficient of 1.30 or above shall receive the following benefits and policies:

+ Placement at step 3, with a salary coefficient of 10.0, on the Senior Expert Salary Scale;

+ Benefits and policies relating to public duties equivalent to those for the position of Minister.

– If the new salary coefficient is lower than the total previous salary coefficient (including the salary coefficient based on rank, step, or title, plus the leadership position allowance and any seniority allowance for service beyond the highest salary step), a retained differential coefficient shall be granted so that the new salary coefficient plus the retained differential equals the total previous salary coefficient.

– Based on the senior expert’s performance and the resources available to it, the employing agency may provide certain additional benefits and policies (bonuses, working conditions, etc.) appropriate to its actual circumstances.

– If, after an individual ceases serving as a senior expert, the competent managing agency appoints that cadre, civil servant, or public employee to a new position, the salary step within the civil service rank or public employee professional title held before appointment as a senior expert and the period of service as a senior expert shall serve as the basis for placement at a higher salary step within that civil service rank or public employee professional title. The individual shall receive any salary allowances associated with the new position in accordance with regulations.
