Assoc. Prof. Dr. Bui Duc Tho, Secretary of the Party Committee and Chair of the University Council, delivers the opening remarks

In his opening remarks, Assoc. Prof. Dr. Bui Duc Tho, Secretary of the Party Committee and Chair of the University Council, emphasized that preparing the Political Report was an exceptionally important task, not only to ensure the Congress’s success but, more importantly, to chart an overall development path for NEU over the next five years and beyond. The Political Report is a collective undertaking drawing on collective wisdom, with those present forming the “core” responsible for this task. It must therefore draw on the wisdom of the entire University Party Organization and all staff and Party members.

Assoc. Prof. Dr. Bui Duc Tho also noted that the Congress Documents Subcommittee and its Secretariat had been preparing the draft Political Report to ensure continuity and development, closely following the principles, guiding approaches, methods, guiding viewpoints, and outline agreed upon by the University Party Committee. The draft Political Report had also been discussed and received feedback at the University Party Committee and at congresses of the University’s subordinate Party organizations and Party cells. However, many new and challenging issues concerning NEU’s development strategy for the 2025-2030 term required further discussion in a genuinely democratic, thorough, and multifaceted manner to achieve a high degree of consensus.

Assoc. Prof. Bui Duc Tho, Chair of the University Council, expressed his hope that every staff member and Party member would demonstrate a sense of responsibility and proactively contribute to producing a Political Report of the highest quality. The seminar’s outcomes would provide valuable reference material for the Documents Subcommittee and its Secretariat to further refine the report for submission to the upcoming Party Congress, reflecting the determination and spirit of renewal of the entire Party Organization in NEU’s new stage of development.
