The process was implemented in a coordinated and rigorous manner, ensuring compliance with the Party Committee’s guidance and current regulations. From reviewing the pool of candidates and soliciting nominations to conducting secret ballots and voting, all steps were carried out on the same day, demonstrating a proactive, responsible, and transparent approach to personnel work.

The process for nominating candidates for appointment as President of NEU comprises five steps:

Step 1: A meeting of the University’s collective leadership and Party Committee: announce the policy of the MOET Party Committee, the University’s Party Committee, and the University Council; review and reach agreement on the composition, standards, eligibility requirements, and nomination process. Review the results of candidate evaluations and comments, and approve the list of candidates who meet the standards and eligibility requirements.

Step 2: An expanded meeting of the University’s collective leadership (first meeting): announce the policy of the MOET Party Committee, the University’s Party Committee, and the University Council on implementing the process of appointing the President for the 2021-2026 term. Announce the standards, eligibility requirements, and personnel appointment process. Discuss the direction for selecting candidates for appointment and nominate candidates suited to the University’s requirements. Hold discussions and nominate candidates by secret ballot.

Step 3: A meeting of the University’s collective leadership and Party Committee (second meeting) to announce the list of candidates nominated in Step 2. Hold discussions and nominate candidates by secret ballot.

Step 4: A meeting of key University personnel. At the meeting, delegates exchanged views and discussed the appointment requirements, eligibility requirements, and standards for the position of President; approved the list of nominated candidates; reviewed summaries of their biographies, education, and work histories; and commented on and assessed their merits, shortcomings, strengths, weaknesses, and development prospects. The nominated candidate presented a proposed work program to be implemented if appointed by the University Council, and asset declarations were announced as required by regulations. Participants commented on and assessed the candidate and provided feedback on the proposed work program. Opinions on the candidate proposed for appointment were collected by secret ballot.

Step 5: Discuss and vote on the candidate at a meeting of the University’s collective leadership and Party Committee; hold meetings of the Party Committee and the University Council.

The full and rigorous implementation of the steps in the appointment process not only ensures compliance with regulations but also demonstrates a sense of responsibility, consensus, and a high degree of unity throughout the University. This provides a solid foundation for selecting leaders with the necessary capabilities and qualities, contributing to NEU’s sustainable development in the time ahead.
