The process was implemented in a coordinated and rigorous manner, ensuring compliance with the Party Committee’s guidance and current regulations. From reviewing the pool of candidates and soliciting nominations to secret ballots and voting, all steps were conducted on the same day, demonstrating initiative, responsibility, and transparency in personnel work.
The process of nominating candidates for appointment as President of NEU consists of five steps:
Step 1: A meeting of the University’s collective leadership and Party Committee: announce the policy direction of the MOET Party Committee, the University Party Committee, and the University Council; review and reach agreement on the structure, standards, eligibility requirements, and candidate nomination process; review candidate assessments and evaluations; and approve the list of candidates who meet the standards and eligibility requirements.
Step 2: The first expanded meeting of the University’s collective leadership: announce the policy direction of the MOET Party Committee, the University Party Committee, and the University Council on implementing the process of appointing the University President for the 2021-2026 term. Announce the standards, eligibility requirements, and personnel appointment process. Discuss the direction for selecting candidates for appointment and nominate candidates who meet the University’s requirements. Discuss and nominate candidates by secret ballot.
Step 3: A meeting of the University’s collective leadership and Party Committee (second meeting) is held to announce the list of candidates nominated in Step 2. Participants discuss and nominate candidates by secret ballot.
Step 4: A conference of the University’s key personnel. At the conference, delegates exchanged views and discussed the appointment requirements, eligibility requirements, and standards for the position of University President; approved the list of nominated candidates; reviewed summaries of their biographies, education, and employment histories; and commented on and assessed their merits, shortcomings, strengths, weaknesses, and development prospects. Nominees presented their proposed work programs should they be appointed by the University Council, and their asset declarations were disclosed as required. Conference participants commented on and assessed the candidates and provided feedback on their proposed work programs. A secret ballot was held to collect opinions on the candidates proposed for appointment.
Step 5: Discuss and vote on candidates at a meeting of the University’s collective leadership and Party Committee; hold meetings of the Party Committee and the University Council.

The entire process followed the principles of democratic centralism, objectivity, and transparency, with strict adherence to regulations on personnel work. Secret ballots were used throughout to promote individual responsibility and ensure fairness in assessment.
The thorough and rigorous implementation of all steps in the appointment process not only ensures regulatory compliance but also demonstrates a sense of responsibility, consensus, and strong unity across the University. This provides a solid foundation for selecting leaders with the necessary capabilities and qualities, contributing to NEU’s sustainable development in the coming years.
