Prof. Dr. Do Thi Hai Ha, Rector of the College of Economics and Public Management and Dean of the Faculty of Management Science, delivers remarks
In her opening remarks, Prof. Dr. Do Thi Hai Ha, Rector of the College of Economics and Public Management, emphasized that the English-taught Bachelor’s Program in Public Management and Policy (E-PMP) had developed over 10 years, maturing in both content and teaching approaches. Amid rapid changes in higher education and public governance, particularly the trend toward merging administrative units, digital transformation, and requirements for modern governance models, the program needs to continue pursuing substantial renewal.
According to Prof. Dr. Do Thi Hai Ha, today’s learners need not only a solid foundation in policy knowledge but also management competencies, technology skills, and foreign language proficiency to meet labor market requirements and the demands of the integration process.
In addition, the implementation of important documents, such as the Regulations on Higher Education Quality Assurance and NEU’s Official Letter No. 2354 on reviewing and adjusting undergraduate academic programs, also underscores the responsibility of academic units to regularly update learning outcomes, program structures, course content, and teaching methods to promote modernization and integration and meet societal needs. For this reason, Prof. Dr. Do Thi Hai Ha noted, the seminar has practical significance in providing a space to hear valuable contributions that will help further refine the E-PMP program, enhance its practical relevance, and strengthen students’ competitiveness and capacity for international integration.
On behalf of the teaching staff of the Faculty of Management Science, Prof. Dr. Do Thi Hai Ha thanked NEU’s leadership for its attention, guidance, and support throughout the program’s development. She also acknowledged the continued partnership of employers, who have provided practical insights and professional support and opened up valuable employment opportunities for students. The efforts, feedback, and contributions of successive generations of E-PMP students over the years have been an important source of information for the program’s continuous improvement.
“The Faculty of Management Science hopes to continue receiving candid, insightful, and constructive contributions from scholars, experts, partners, and students so that the E-PMP program can continually innovate, meeting the requirements for improving higher education quality and society’s development needs in the new period,” emphasized Prof. Dr. Do Thi Hai Ha.

Dr. Phung Minh Thu Thuy, E-PMP Program Director, presents an overview of the English-taught Bachelor’s Program in Public Management and Policy (E-PMP)
At the seminar, Dr. Phung Minh Thu Thuy, E-PMP Program Director, presented an overview report on the English-taught Bachelor’s Program in Public Management and Policy. The report clarified the foundations for developing the program, its current academic structure, and directions for renewal in the coming period. It also offered a comprehensive assessment of the current program against new regulations from the Ministry of Education and Training (MOET) and the University’s development directions, proposing necessary adjustments to ensure that the program continues to meet quality requirements, remain modern, and suit the context of training public management professionals during a period of integration.
According to the report, E-PMP was launched in 2015 as the first program in Vietnam to offer education in Public Management and Policy entirely in English. In 2021, the program underwent quality accreditation under MOET standards, achieving a result of over 90%. As of November 2025, the program had enrolled 11 cohorts with 530 students and produced nearly 300 bachelor’s graduates working at domestic and international organizations. More than 50 lecturers, including professors, associate professors, and doctoral degree holders, teach in the program.
The report also noted that the program review draws on new legal documents, such as Decree 222/2025, Circular 04/2025 on quality accreditation, Circular 02/2025 on the digital competency framework, and NEU’s guidelines for updating academic programs. On this basis, the program is set to strengthen content on digital transformation, open data, digital ethics, and policy impact assessment, while enhancing its practical relevance to meet the workforce needs of the public sector and nonprofit organizations.
The objectives and learning outcomes are being adjusted to emphasize policy analysis competencies, technology skills, foreign language proficiency, critical thinking, and social responsibility. The program structure comprises 36% general education and 64% professional education, with elective courses accounting for 22%. New courses have been added, including Data Science in Economics and Business, Digital Government and Public Services, and Policy and the Entrepreneurship Environment. The content of some other courses has been adjusted, or the courses removed, to meet credit standardization requirements.
The report also recommended continuing to seek feedback on objectives, learning outcomes, program structure, and teaching methods as artificial intelligence exerts a strong impact on higher education. Updating and refining the E-PMP program affirms NEU’s direction in renewing education and developing a high-quality workforce for public management and public policy during a period of integration and digital transformation.

Delegates exchange views and offer feedback at the seminar
At the seminar, the discussions, analyses, and recommendations from scholars, lecturers, and experts provided an important foundation for the Faculty of Management Science to continue studying and refining the English-taught Bachelor’s Program in Public Management and Policy (E-PMP) in line with the University’s direction for renewal and practical requirements.
The seminar not only contributed to improving the quality of the academic program but also affirmed NEU’s commitment to developing pioneering programs that meet international standards, while preparing public management professionals with competence, resilience, and an integration-oriented mindset in today’s context of globalization.
