I. Mission, Vision and Core Value
1. Mission
To lead innovation in the creation, advancement, and dissemination of knowledge in economics, management, and business administration; to attract and nurture talent; and to provide high-quality human resources in service of the nation’s sustainable development.

National Economics University is one of Vietnam’s leading higher education institutions and is well positioned for further development and international advancement.
PART II: DEVELOPMENT GOALS AND STRATEGIES
2.1 Overall Goal
By 2030, National Economics University aims to become a fully autonomous university, pioneering digital transformation and operating under a modern, intelligent, and professional governance system that meets international accreditation standards. The University will serve as a leading center for talent development and advanced training, a workplace for distinguished scholars and experts in economics, management, and business administration, and the preferred destination for outstanding students who aspire to contribute to the development of their communities and society.
2.2 Organizational Development Strategy
National Economics University will transform its organizational model into a comprehensive university system with three levels:
(1) University level;
(2) Member schools and research institutes/centers;
(3) Faculties, departments, and specialized academic units.
These academic units will be supported by a system of functional, service, and administrative units that facilitate teaching, learning, and research activities.
The planned system of member schools includes the School of Business, the School of Economics, the School of Science and Technology, and other schools established in accordance with future development needs and strategic priorities.
Enhancing institutional autonomy at all levels will remain a fundamental principle of the University’s governance model. In addition to academic autonomy, constituent units will be granted greater financial management authority and accountability.
2.3 Education and Training Strategy
National Economics University will focus on developing higher education programs that produce the country’s highest-quality human resources in economics, management, and business administration. The University will continue attracting outstanding and ambitious students who are committed to making positive contributions to society. It aims to maintain one of the highest graduate employment and income rates among Vietnamese universities, strengthen connections between current students and alumni across generations, and foster a proud and enduring NEU community.
The University places strong emphasis on enhancing educational quality through greater international integration and practical relevance. Comprehensive curriculum reform will be undertaken, including the expansion of English-medium instruction, the standardization and provision of advanced learning resources, and the international accreditation of academic programs. Practical learning experiences will be strengthened through the engagement of adjunct faculty from industry and professional organizations, the enhancement of case-based learning, field visits, internships, and the introduction of new academic disciplines and courses that address emerging societal needs.
The University will gradually expand into new, interdisciplinary, and transdisciplinary fields of study. Significant investment will be made in information technology, with a particular focus on digital transformation, big data, and artificial intelligence applications in management, economics, and business administration. These efforts will lay the foundation for establishing the University as a leading center for education and research in these areas. Technology and engineering-related content will also be increasingly integrated into programs in finance, tourism, and environmental studies to support more comprehensive and future-oriented economic education.
Teaching technologies and delivery methods will undergo substantial innovation, emphasizing the application of digital technologies and learner-centered approaches. Blended learning will become the University’s primary mode of instruction, providing learners with greater flexibility and choice regarding programs and course content. National Economics University will work toward establishing a unified quality standard across all modes of study, maintaining one of the lowest student-to-faculty ratios among Vietnamese universities, and expanding the mutual recognition of degrees and credits with universities throughout the region and worldwide.
The University will develop an extensive network of partnerships with businesses and professional organizations. Comprehensive collaboration with major enterprises will encompass training, professional development, recruitment, internships, practical placements, communications, research, and technology transfer activities. In addition, effective partnership models with small and medium-sized enterprises will be explored and implemented.
A balanced structure across academic levels will be established. Undergraduate education will remain the University’s foundation and largest educational segment. Master’s programs will serve as innovative and responsive offerings designed to meet the evolving needs of socioeconomic development and management professionals. Doctoral programs will focus on cultivating outstanding researchers and academics for universities and research institutes. The projected ratio among doctoral, master’s, and bachelor’s programs is expected to be approximately 1/20/100.
The University will intensify efforts to attract international students. Priority will be given to student exchange programs with partner universities in the region and long-standing international collaborators. The University will continue expanding enrollment of students from Laos and Cambodia while attracting students from other countries to study in its advanced programs and English-taught degree programs.
2.4 Science and Technology Strategy
National Economics University will pioneer research and implementation of digital transformation in the governance and management of enterprises and other organizations, thereby maintaining and strengthening its position as one of Vietnam’s leading research institutions in economics, management, and business administration based on emerging technologies. The University aims to become a center of excellence in big data analytics and artificial intelligence (AI), applying advanced technologies to model, evaluate, and assess the impacts and effectiveness of national socio-economic development policies as well as strategic decisions of major enterprises.
The University will continue to strengthen research activities and policy consulting services in economics and business management in Vietnam. It will strive to maintain the highest number and value of research projects, consulting contracts, and commissioned studies for government agencies, local authorities, organizations, and businesses among economics-focused universities in the country. The University will also provide timely and evidence-based recommendations on key issues affecting national socio-economic development.
Priority resources will be allocated to advancing the English edition of the Journal of Economics and Development toward inclusion in the Scopus database. The University will encourage and invest in international publications in ISI- and Scopus-indexed journals. It will enhance its international academic standing by achieving one of the highest publication rates per faculty member among economics universities in Vietnam and by narrowing the gap with leading universities across the region.
The University will establish policies and mechanisms that encourage scientific research and increase investment in research activities. Faculty and staff will be provided with sufficient resources, including funding, facilities, and time, to conduct high-quality research. Research funding sources will be diversified, and scientific inquiry will be promoted as both a professional passion and a top priority for all academic personnel.
Strong research groups will be developed around leading scholars capable of shaping emerging research trends. The University will ensure continuity and succession across generations of faculty and researchers while gradually building a community of experts capable of responding to critical socio-economic challenges and leading innovative research directions.
Greater integration between research, teaching, and practice will be promoted. Mechanisms will be established to facilitate the rapid incorporation of research findings into teaching and learning activities. Priority will be given to commissioned research projects requested by government agencies, businesses, and organizations. International collaboration in scientific research will also be expanded and strengthened.
2.5 Other Strategic Directions
The University will develop strategic flagship products in selected academic disciplines and fields. These products may include outstanding academic programs, influential research outputs (books and journal articles), software solutions, standards and guidelines, or other intellectual products that generate significant impact on the community and society. National Economics University will focus on developing one to three flagship products between now and 2030.
The University will pursue international accreditation and ranking objectives. It will select and undertake institutional and program-level accreditation according to internationally recognized standards while implementing a roadmap to improve its position in reputable global university rankings. Efforts will also be made to strengthen international recognition and academic articulation with universities worldwide.
National Economics University aims to become one of Vietnam’s largest and most influential entrepreneurship and innovation hubs. Beyond providing advisory services and facilitating access to investment capital, the University will offer physical infrastructure through business incubators and startup support facilities. A dynamic ecosystem will be cultivated to nurture entrepreneurial ideas and support the development of young entrepreneurs.
The University will progressively develop into Vietnam’s first smart university. In close collaboration with leading partners, it will design and refine a smart university model built upon advanced information technology applications. Shared institutional data systems will be developed and effectively utilized across all operational areas, ensuring efficiency, integration, and flexibility throughout the University.
Communication and branding activities will be strengthened to position National Economics University as a premier destination for study and employment. The University will effectively leverage its long-standing traditions and extensive alumni network. Communication initiatives will be closely aligned with achievements and milestones in education, research, consultancy, and community engagement.
PART III: IMPLEMENTATION SOLUTIONS AND ROADMAP
3.1 Human Resource Development
The University will attract, develop, and retain faculty and staff with outstanding capabilities in research and consultancy. Special incentive policies will be implemented for distinguished scholars, faculty members holding doctoral degrees from developed countries, and those with international publications. Annual research funding will be allocated to leading academics. Appropriate financial mechanisms will be established to enhance the University’s attractiveness and stimulate innovation and professional commitment among faculty and staff. Collaboration and talent recruitment from government agencies, enterprises, and professional organizations will also be strengthened.
The University will promote the internationalization of its workforce by increasing the proportion of international faculty members, expanding the number of lecturers with overseas doctoral qualifications, enhancing English-medium teaching capacity, and encouraging international research publications. Faculty exchange programs with universities across the region and worldwide will be actively supported. Innovative and competitive policies will be introduced to attract internationally qualified professionals to work at the University.
Practical experience among academic staff will be strengthened. A sabbatical scheme will be implemented whereby every five years, lecturers may take six months to one year away from teaching duties to conduct research, engage with industry and practice, or participate in academic exchange and teaching activities at institutions in developed countries. Faculty consulting capacity will also be enhanced through stronger collaboration with external organizations and industry partners.
Competency standards for all positions will be standardized in accordance with international and professional benchmarks, serving as the basis for recruitment, training, promotion, and appointment. The University aims for 80% of its academic staff to hold doctoral degrees. Professionalism and service-oriented culture among administrative staff will also be continuously strengthened.
Particular attention will be given to the development of young faculty and staff, enabling National Economics University to become a leading source of senior leaders and managers for government agencies, enterprises, educational institutions, and research organizations. The University will create favorable conditions for its personnel to assume leadership positions beyond the institution itself.
3.2 Enhancing Financial Capacity
The University will actively expand and diversify revenue streams. Tuition fees across regular, non-regular, and high-quality education programs will gradually be harmonized. Revenue from services, training partnerships, and the utilization of facilities will be increased. Greater attention will be paid to fundraising activities, including naming opportunities for classrooms, seminar rooms, and campus facilities. Competitive government-funded projects and contracts will also be actively pursued.
A transparent and accountable financial management system will be maintained. Revenue and expenditure allocations will be conducted openly and fairly across all units. Compensation and incentives for faculty and staff will be linked to performance and outcomes. The University aspires to become one of the most transparent higher education institutions in Vietnam in terms of financial governance.
Financial autonomy will be progressively expanded for constituent units in accordance with the University’s development model. Adequate resources will be allocated to empower units to innovate and proactively contribute to the University’s overall strategic goals.
Salary reform and related measures will be implemented to increase faculty and staff income by an average of 10% annually. The University aims to ensure that employee income ranks among the top five highest-paying universities in Vietnam.
Financial resources necessary for implementing the University’s strategic objectives will be secured. Management measures will be applied to ensure efficient spending and long-term financial sustainability. In addition to institutional revenues, the University will proactively seek alternative funding sources, including government investment, concessional loans from financial institutions, and sponsorship from enterprises, organizations, and individuals.
3.3 Strengthening Infrastructure
The University will formulate, seek approval for, and implement the project entitled “Developing National Economics University into a Leading University for Innovation in Teaching, Research, and Entrepreneurship,” financed through a World Bank loan with a total investment of USD 110 million and implemented over the period 2022–2026.
The University will progressively implement its master campus development plan through 2050 at the 207 Giai Phong campus. In addition to academic buildings and administrative facilities, priority will be given to developing new student dormitories, a university hotel, an entrepreneurship center, sports facilities, a medical center, and other infrastructure supporting teaching, learning, and student life.
Continued investment will be made to further enhance the University’s capabilities in teaching, research, consultancy, and governance. Particular emphasis will be placed on information technology infrastructure supporting teaching and university management in line with the smart university model. Additional facilities and infrastructure will be developed to support the University’s ambition of becoming a major national center for innovation and entrepreneurship.
A second campus will be developed to facilitate the expansion of technology-related disciplines and academic fields while improving access to emerging education markets and new development opportunities.
3.4 Improving the Governance System
The University will finalize and implement a position-based employment framework as the foundation for salary, bonus, and incentive policies. This framework will serve as one of the key pillars supporting the modernization of governance and management mechanisms. It will be regularly reviewed and updated to reflect changes in the University’s operating environment.
Management regulations and operational procedures across all units and functions will be standardized according to professional and internationally aligned practices. Work processes will be streamlined to improve efficiency while ensuring transparency and accountability. The University will maintain a clean, ethical, and high-standard learning and working environment.
Monitoring and evaluation systems will be strengthened across all areas of operation to ensure transparency, integrity, and effectiveness. The effectiveness of the University Council, Trade Union, and other socio-political organizations will be enhanced. Service quality assessment mechanisms for all units will also be established and implemented.
The University’s activities will be more closely connected with industry, government, and society. National Economics University will serve as a focal point for collaboration with external stakeholders, ensuring effective utilization of resources and maximizing its contribution to socio-economic development. Appropriate mechanisms for public accountability and social oversight will also be maintained.
A scientifically designed and carefully managed restructuring roadmap will be developed and implemented, ensuring that institutional transformation is carried out with the shared commitment and consensus of the University’s academic community.
3.5 Proposed Implementation Roadmap
Phase I: 2021–2025
Focus on institutional restructuring through the establishment of three schools based on the University’s traditional disciplinary strengths: the School of Business, the School of Economics, and the School of Science and Technology.
Complete the transformation into a comprehensive university model before 2025.
Develop infrastructure for an innovation and entrepreneurship center based on a business incubation model.
Prepare the necessary conditions for the development of a second campus outside Hanoi.
Phase II: 2025–2030
Develop and establish new courses, faculties, and academic departments in technology-intensive fields, including information technology (computer science, software engineering, big data, and artificial intelligence), tourism and hospitality (tourism planning, hospitality architecture, hospitality operations technology), and environmental technology (wastewater treatment, emissions management, and climate change adaptation).
Establish two or three additional schools specializing in emerging and advanced disciplines.
Develop the second campus to expand the University’s influence and engagement with localities and regions throughout the country.
