Prof. Dr. Pham Hong Chuong, President of NEU, delivers remarks.

In his opening remarks, Prof. Dr. Pham Hong Chuong, President of NEU, affirmed that protecting state secrets is an important task in building and safeguarding national security in general and in the education sector in particular. Especially amid the rapid development of information technology and the complex conflicts unfolding between countries around the world today, hostile and reactionary forces both at home and abroad have been making full use of the internet to gather information and state secrets. Protecting state secrets is therefore the responsibility not only of agencies and the heads of agencies and units, but also of every staff member and employee throughout the University. This requires faculty and staff to maintain firm political resolve and comply correctly and fully with state regulations.

Prof. Pham Hong Chuong, President of NEU, expressed his hope that, through the training session and with support from officers of the Internal Political Security Division (PA03), the University’s staff would gain a clear understanding of the procedures and regulations needed to effectively protect state secrets in the education sector in particular and safeguard national security and public order and safety in general.

Major Ha Quang Huy, Internal Political Security Division (PA03), explains legal regulations on protecting state secrets

At the conference, participants heard Major Ha Quang Huy of the Internal Political Security Division (PA03) explain the provisions of the Law on Protection of State Secrets and its implementing guidelines; essential skills for providing advice and carrying out tasks related to protecting state secrets; developing regulations and identifying and compiling units’ lists of state secrets requiring protection; procedures for handling classified documents; points to note when reporting and archiving documents and materials subject to state secret protection; and preventing the disclosure and leakage of state secrets…

To minimize violations of the law on protecting state secrets, help prevent the disclosure and loss of state secrets, and provide a basis for handling violations, the Law sets out prohibited acts in the nine clauses of Article 5. The presenter particularly emphasized Clause 5: “Drafting or storing documents containing state secrets on computers or other devices that have been connected or are connected to the Internet, computer networks or telecommunications networks, except where state secrets are stored in accordance with the law on cryptography”; and Clause 7: “Repurposing computers or other devices previously used to draft, store or exchange state secrets before removing the state secrets.”
