Joint education programs with foreign partners in Vietnam are currently implemented in accordance with Decree No. 86/2018/NĐ-CP on cooperation and investment with foreign partners and Circular No. 38/2020/TT-BGDĐT issued by the Ministry of Education and Training.
However, there are still no documents providing specific guidance on admissions and the organization of education at different levels for joint education programs with foreign partners. This has resulted in 62.71% of joint programs with foreign universities being unranked and limitations in the quality of incoming students, including relatively low foreign language proficiency, high school academic records and high school examination scores. This has led the public to view these programs as a mix of good and poor quality, negatively affecting society and partly undermining the purpose and mission of joint education programs with foreign partners.
Against this backdrop, Dai Bieu Nhan Dan newspaper organized a seminar titled “Joint education programs with foreign partners: How are students taught and degrees awarded?” to help readers, parents and students better understand how instruction and admissions are currently organized and managed in joint education programs with foreign partners in Vietnam, as well as how to choose a program that meets standards and suits their needs.
Attending the seminar were Assoc. Prof. Dr. Nguyen Anh Dung, Deputy Director General of the Department of Higher Education, Ministry of Education and Training; Assoc. Prof. Dr. Le Trung Thanh, Dean of the Institute of International Education, National Economics University (NEU); and Dr. Nguyen Quang Thuan, Vice Rector of the International School, Vietnam National University, Hanoi.
