National Economics University Proposes Seven Policy Recommendations for a Stable and Healthy Real Estate Market
The National Assembly has passed three laws related to the real estate market: the 2023 Law on Housing, the 2023 Law on Real Estate Business, and the 2024 Land Law. These laws, together with their implementing guidelines, officially took effect and began to be implemented on August 1, 2024 (five months earlier than previously stipulated). For these three laws to work in practice and serve as effective tools for developing a stable, sustainable, and healthy real estate market that contributes to macroeconomic stability and maintains the economy’s major balances, the role of state regulatory agencies and the awareness of market participants are crucial.
In addition, as the real estate market develops, real estate trading platforms are gradually creating a transparent playing field for real estate investors and businesses and delivering benefits to market participants. However, the development of both the market and trading platforms requires rigorous and transparent legal regulations. This is why regulations on real estate business and other relevant regulations play an important role in ensuring fairness, safety, and stability and attracting considerable interest from market participants.
In response to these issues, National Economics University (NEU), in its role as an institution conducting research and providing advice on socioeconomic strategies and policies, has put forward the following policy recommendations:
Recommendation 1: Focus on removing barriers to land access for real estate investment projects in localities
Recommendation 2: Address funding difficulties in the market, with a view to mobilizing long-term and sustainable sources of capital for the real estate market
Recommendation 3: Enhance the transparency of land and real estate information and databases
Recommendation 4: Improve the organizational model for the system of privately operated real estate trading platforms
Recommendation 5: Introduce additional requirements and standards for real estate trading platforms
Recommendation 6: Improve mechanisms for overseeing and managing the operations of real estate trading platforms and the requirements for their reporting to regulatory agencies
Recommendation 7: Develop and issue regulations on online real estate trading platforms (electronic transactions on real estate trading platforms)
The policy recommendations above address new provisions in the three recently amended and enacted laws related to the real estate market, as well as the development of real estate trading platforms, helping create conditions for market stability.
