1. The selection of organizations and individuals to undertake national science and technology tasks shall follow the guidance in Circular No. 20/2023/TT-BKHCN dated October 12, 2023, of the Minister of Science and Technology governing the competitive selection and direct assignment of organizations and individuals to undertake national science and technology tasks funded by the state budget (Circular No. 20/2023/TT-BKHCN).

2. Application dossiers for competitive selection shall be prepared in accordance with the guidance in Circular No. 20/2023/TT-BKHCN.

3. The preparation of budget estimates and the cost norms for preparing state budget estimates for implementing the tasks shall comply with Circular No. 03/2023/TT-BTC dated January 10, 2023, of the Minister of Finance governing the preparation of estimates, management, use, and final accounting of state budget funding for science and technology tasks; Circular No. 02/2023/TT-BKHCN dated May 8, 2023, of the Minister of Science and Technology providing guidance on certain technical matters for preparing budget estimates for science and technology tasks funded by the state budget; and other relevant regulations.

4. Submission address: Office of the Ministry of Science and Technology (via the Administration Division), 113 Tran Duy Hung Street, Trung Hoa Ward, Cau Giay District, Hanoi.

5. Application deadline: Before 5:00 p.m. on February 5, 2024, as indicated by the Ministry of Science and Technology’s receipt stamp (for in-person submissions) or the postmark at the place of dispatch (for postal submissions).
