On September 6, 2024, the Ministry of Education and Training (MOET) issued Official Letter No. 5154/BGDĐT-PC providing guidance on legal affairs tasks for the 2024-2025 academic year.
Accordingly, the Ministry of Education and Training (MOET) provides guidance on legal affairs tasks for the 2024-2025 academic year, with the following general tasks:
– Continue to strengthen and consolidate the organization and operation of existing legal affairs units, or clearly determine whether to establish new units (or not yet establish them) where no legal affairs units exist but the conditions stipulated in Decree No. 56/2024/NĐ-CP have been met; specify the functions, duties and powers, as well as measures and solutions concerning policies and conditions to support the operation of legal affairs units/personnel at Departments of Education and Training, higher education institutions and teacher training colleges.
– Continue to institutionalize the Party’s and the State’s views and policies on the development of education and training; coordinate research and reviews of the Law on Education and the Law on Higher Education; implement Conclusion No. 91-KL/TW dated August 12, 2024, of the Party Central Executive Committee concerning the Politburo’s Conclusion on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013; implement the Law on Teachers and the Education Development Strategy once issued and adopted; improve the quality of institutional framework development in education and training, particularly the system of internal documents at educational institutions.
– Focus on reviewing legal normative documents to propose adjustments, amendments, supplements or replacements, and promptly address provisions that are contradictory, overlapping, inadequate or no longer consistent with higher-level documents and socioeconomic development conditions.
Expand efforts to solicit feedback, in appropriate forms, from relevant organizations and individuals, those directly affected by proposed legislation and draft documents, experts and scholars. Assess the impacts of drafting, issuing and implementing legal normative documents to recommend that ministries, sectors and higher-level agencies promptly draft, amend, supplement or replace them.
