In Vietnam, the digital economy is one of the three pillars of national digital transformation, alongside digital government and digital society. Developing the digital economy is a high-priority task in formulating national strategies. Localities across the country are making determined efforts to achieve the targets of the digital economy accounting for 20% of GDP by 2025 and 30% by 2030, as set out in the Prime Minister’s Decision No. 411/QĐ-TTg, “Approving the National Strategy for Digital Economy and Digital Society Development by 2025, with Orientations Toward 2030.”
As a province with an important position in regional and national economic development strategies, Ha Nam ranks fifth in the Red River Delta and eighth nationwide in economic growth. In 2023, the province’s GRDP reached VND 50,201.9 billion, up 9.41% from 2022. The digital economy accounted for 13.25% of GRDP in 2023, placing Ha Nam among the top 10 localities nationwide and sixth in the Red River Delta in terms of the digital economy’s share of GRDP. Its economic structure is shifting toward industrialization and modernization. Ha Nam is among the localities attracting substantial foreign direct investment nationwide. With the goal of becoming one of the region’s high-tech industrial centers by 2030, Ha Nam Province gives particular priority to digital economy development and has considerable room for further growth in this area.

Prof. Dr. Tran Tho Dat, Chairman of the Scientific and Training Council, delivers the opening remarks at the conference
In his opening remarks, Prof. Dr. Tran Tho Dat, Chairman of NEU’s Scientific and Training Council, commended Ha Nam Province’s efforts to implement measures to develop the digital economy. Compared with other localities nationwide, Ha Nam still has considerable room for digital economy development. The province has attracted many electronics, telecommunications, and high-tech enterprises to operate locally. This provides a sound foundation for spreading knowledge and technology, particularly digital transformation activities and digital transactions, to expand the digital economy.
Prof. Tran Tho Dat noted that Ha Nam Province still has considerable room for digital economy development. The scientific conference held in Ha Nam Province serves as a meaningful, open forum for discussion and an opportunity for researchers and administrators to exchange and share analyses and assessments of the current state of digital economy development, its impact on Ha Nam Province’s economy, room for further digital economy development, and lessons learned from other localities. These discussions provide a basis for developing solutions to advance Ha Nam’s digital economy toward the targets of accounting for 15–25% of GRDP by 2025 and 25%–30% of GRDP by 2030, as set out in Resolution No. 24/NQ-TU dated May 26, 2022, on Digital Transformation in Ha Nam Province by 2025, with Orientations Toward 2030, and Decision No. 1686/QĐ-TTg Approving the Ha Nam Provincial Master Plan for the 2021–2030 Period, with a Vision to 2050.
