During 2023-2025, the NEU Trade Union has been undergoing a period of transition marked by considerable upheaval and challenges. Refining and expanding university autonomy requires maintaining and improving the quality of education and scientific research while ensuring organizational stability and increasing incomes for public employees and other workers. Alongside continuing to implement the Resolutions of Party congresses at all levels and Resolution 29-NQ/TW on fundamental and comprehensive reform of education and training, the NEU Trade Union has also implemented the Resolution of the 16th Congress of the Vietnam National Union of Education, fostering patriotic emulation and innovation throughout the system. These activities have generated fresh momentum, helping shape a new profile and spirit of development for NEU.

This development context is also closely linked to national strategic directions, particularly the “four pillar resolutions”: Resolution 57-NQ/TW on science and technology, Resolution 59-NQ/TW on international integration, Resolution 66-NQ/TW on reforming legal work, and Resolution 68-NQ/TW on private sector development. These are regarded as important institutional foundations for driving national breakthroughs. In education, the Politburo’s Resolution 71-NQ/TW continues to affirm education as a top national policy priority, emphasizing the need for comprehensive reform of mechanisms and curricula and greater autonomy for educational institutions. In this context, NEU is not merely adapting but also proactively leading the reform process, affirming its pioneering role in Vietnam’s higher education system.

The success of this Congress was due first and foremost to the thorough preparations made by the 34th Executive Committee, together with the sense of responsibility of the constituent trade unions and every trade union official and member throughout the University, and the serious and responsible participation of each delegate. Particularly important were the coordination, support, and enabling conditions provided by the University’s leaders, the leaders of its units, and the Vietnam National Union of Education.
