MOET Issues Guidance on Tuition Fees for the 2023-2024 Academic Year<\/strong><\/p>\n

On February 21, 2024, the Ministry of Education and Training (MOET) issued Official Letter No. 673\/BGD\u0110T-KHTC<\/a> on the implementation of Decree No. 97\/2023\/N\u0110-CP<\/a>.<\/p>\n

Specifically, to ensure consistent implementation, and based on comments from the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance, the Ministry of Education and Training requests that ministries, ministerial-level agencies, provincial and municipal People’s Committees, and educational institutions implement Decree No. 97\/2023\/N\u0110-CP<\/a> on tuition fee collection and management mechanisms as follows:<\/p>\n

(1) Public educational institutions shall collect tuition fees for the 2023-2024 academic year in accordance with Decree No. 97\/2023\/N\u0110-CP<\/a>. Specifically:<\/p>\n

– Public higher education and vocational education institutions that have announced tuition fees for the 2023-2024 academic year above the tuition fee ceilings stipulated in Decree No. 97\/2023\/N\u0110-CP<\/a> shall adjust their tuition fees for the 2023-2024 academic year in accordance with Decree No. 97\/2023\/N\u0110-CP.<\/p>\n

Any excess amounts that educational institutions have collected from learners must be refunded to learners or deducted from the next tuition payment. Institutions shall also disclose this information to learners and the public to ensure consensus and consistency in implementation.<\/p>\n

– For public preschool and general education institutions<\/p>\n

Where provincial People’s Councils and educational institutions have issued tuition fee frameworks or rates for the 2023-2024 academic year that exceed the tuition fee rates for the 2021-2022 academic year, local budgets shall cover the increase over the tuition fee rates for the 2021-2022 academic year.<\/p>\n

Local authorities shall consider and determine the amount of support for each educational institution. Where local budgets cannot cover the increase over the tuition fee rates for the 2021-2022 academic year, adjustments must be made in accordance with Decree No. 97\/2023\/N\u0110-CP<\/a>.<\/p>\n

(3) Ministries, ministerial-level agencies, Government agencies, central bodies of socio-political organizations, and People’s Committees of provinces and centrally governed cities shall proactively allocate funding to provide tuition fee compensation for eligible beneficiaries as prescribed, following adjustments to educational institutions’ tuition fee rates.<\/p>\n
