Guidelines for Inspections and Checks of the 2024 National High School Graduation Exam<\/strong><\/p>\n

On April 26, 2024, the Ministry of Education and Training (MOET) issued Official Letter No. 1932\/BGD\u0110T-TTr<\/a> providing guidelines for inspections and checks of the 2024 national high school graduation exam.<\/p>\n

Accordingly, the procedures for inspections and checks of the 2024 national high school graduation exam will be implemented as follows:<\/p>\n

– Inspection procedures must comply with the 2022 Law on Inspection<\/a>.<\/p>\n

– MOET checking teams must follow the checking procedures and forms issued with Decision No. 1489\/Q\u0110-BGD\u0110T<\/a> of 2023 on MOET’s checking activities, with particular attention to the following:<\/p>\n

+ The team leader must prepare a plan for the checks and submit it to the person issuing the decision to conduct the checks for approval using Form No. 01-HD of these Guidelines (except for MOET checking teams led by a leader of a training institution or an official or leader of a Department of Education and Training); assign duties to team members; announce the decision to conduct the checks; conduct the checks; and prepare records of the checks and verification using Form No. 03-HD.<\/p>\n

+ Upon completing their checks, groups\/subteams assigned to conduct checks at exam sites must prepare records with the parties checked, covering their assigned areas, using Form No. 03-HD.<\/p>\n

+ Reporting the results of checks: Group\/subteam leaders must report to the checking team leader, who must report to the person issuing the decision to conduct the checks using Form No. 04-HD.<\/p>\n

+ The checking team leader must draft a notice of the results of the checks and submit it to the person issuing the decision to conduct the checks for approval, signature and issuance using Form No. 05-HD (if applicable).<\/p>\n

– Checking teams of Departments of Education and Training must follow their respective departments’ regulations (if any) or refer to the points noted in Point b, Clause 1, Section III, Part B of these Guidelines.<\/p>\n

Implementation of the above procedures must meet the following requirements:<\/p>\n

– Comply with the law; strictly follow the Exam Regulations, documents relating to the organization of the exam and MOET’s directives; act within assigned roles, responsibilities and duties; and ensure rigor, thoroughness, objectivity and fairness.<\/p>\n

– Clearly delineate the responsibilities and authority of MOET, the People’s Committees of provinces and centrally governed cities, and Departments of Education and Training in conducting inspections and checks at the stages of the exam.<\/p>\n

– Inspections and checks must be conducted independently of the parties subject to them and must not involve taking over the duties of, or obstructing the normal activities of, the agencies, organizations and individuals concerned.<\/p>\n
