Training of highly qualified personnel in artificial intelligence and cloud computing to be strengthened<\/strong><\/p>\n

On August 23, 2024, the Prime Minister issued Official Telegram No. 83\/C\u0110-TTg<\/a> on strengthening the training of highly qualified personnel in semiconductor microchips, artificial intelligence and cloud computing.<\/p>\n

To build on the results achieved and create breakthroughs in training and developing highly qualified human resources for national development amid rapid, far-reaching advances in science and technology and the Fourth Industrial Revolution, the Prime Minister requested ministers, heads of ministerial-level agencies and Government agencies, and chairpersons of People’s Committees of provinces and centrally governed cities to focus on directing and effectively implementing the following key tasks specified in Official Telegram No. 83\/C\u0110-TTg<\/a> of 2024:<\/p>\n

(1) <\/em><\/strong>The Minister of Education and Training:<\/p>\n

– Direct public and non-public higher education institutions (hereinafter collectively referred to as higher education institutions) to consider establishing specialized academic units (schools, faculties, Divisions, etc.) to prioritize training and research in semiconductor microchips, artificial intelligence and cloud computing.<\/p>\n

– Direct and guide higher education institutions to review and update academic programs; develop plans and organize training for lecturers, researchers and students specializing in semiconductor microchips, artificial intelligence, cloud computing and related fields; increase the application of technology, particularly artificial intelligence, in teaching and learning; and strengthen cooperation with businesses, higher education institutions and reputable research organizations in Vietnam and abroad in training, research and high-tech development, particularly in semiconductor microchips, artificial intelligence, cloud computing and related fields.<\/p>\n

– Promptly finalize and submit to the Prime Minister for approval the project on developing highly qualified human resources to support the development of high-tech sectors and foundational industries.<\/p>\n

– Draft a Directive of the Prime Minister to direct, guide and promote workforce training for semiconductor microchips, artificial intelligence, cloud computing and related sectors.<\/p>\n

(2)<\/em><\/strong> The Minister of Planning and Investment:<\/p>\n

– Promptly finalize and submit to the Prime Minister for approval the project \u201cDeveloping Human Resources for the Semiconductor Industry Through 2030, with Orientations Toward 2050,\u201d including content on artificial intelligence and cloud computing.<\/p>\n

– Promote the establishment and development of ecosystems, innovation centers, incubators and innovation networks in semiconductor microchips, artificial intelligence, cloud computing and related fields.<\/p>\n

(3)<\/em><\/strong> The Minister of Science and Technology:<\/p>\n

– Proactively review and prioritize scientific research programs in semiconductor microchips, artificial intelligence, cloud computing and related fields, linked to nurturing talent and training experts and leading scientists at higher education institutions;<\/p>\n

– Lead and coordinate with relevant ministries and sectors to study and refine special mechanisms and policies to attract scientific and technological talent from abroad and from the industrial sector to collaborate and teach at higher education institutions, particularly in Divisions specializing in semiconductors, artificial intelligence, cloud computing and related fields.<\/p>\n

(4)<\/em><\/strong> The Minister of Information and Communications:<\/p>\n

– Promptly finalize and submit to the Prime Minister for approval the Strategy for the Development of Vietnam’s Semiconductor Industry Through 2030, with Orientations Toward 2050;<\/p>\n

– Proactively develop a plan to implement the Strategy, prioritizing the development of big data computing centers to support higher education institutions in training highly qualified human resources in semiconductor microchips, artificial intelligence, cloud computing and related fields.<\/p>\n

(5) <\/em><\/strong>Ministers and heads of ministerial-level agencies and Government agencies that directly oversee higher education institutions shall direct and support these institutions in expanding training for highly qualified personnel in high-tech fields, particularly semiconductor microchips, artificial intelligence, cloud computing and related fields.<\/p>\n

(6)<\/em><\/strong> Chairpersons of People’s Committees of provinces and centrally governed cities:<\/p>\n

– Proactively and actively attract investment to develop ecosystems for the semiconductor microchip, artificial intelligence, cloud computing and related industries;<\/p>\n

– Proactively participate in and strengthen close cooperation among the State, educational institutions and businesses to improve the effectiveness of training and human resource development in semiconductor microchips, artificial intelligence, cloud computing and related fields.<\/p>\n

– Direct and support higher education institutions under their authority in expanding training for highly qualified personnel in high-tech sectors, particularly semiconductor microchips, artificial intelligence and cloud computing.<\/p>\n

(7)<\/em><\/strong> Assign Deputy Prime Minister Le Thanh Long to directly guide, monitor and organize the implementation of the provisions of Official Telegram No. 83\/C\u0110-TTg<\/a> of 2024.<\/p>\n
