Background

During 2022-2023, Vietnam’s real estate market faced numerous difficulties and challenges, partly due to legal obstacles. From 2024 onward, the real estate market is expected to enter a new chapter with positive recovery momentum as key laws change. In November 2023, the National Assembly voted to adopt the 2023 Law on Real Estate Business (amended). The 2023 Housing Law (amended) and, in early 2024, the 2024 Land Law (amended) were also adopted. Their early entry into force on August 1, 2024, has helped put the final pieces of the legal framework for the real estate market in place. The real estate market has grounds to anticipate a more sustainable recovery as a key legal framework takes shape, with numerous regulations and policy mechanisms affecting the market and its participants.

Against this backdrop, NEU, in collaboration with the Ministry of Natural Resources and Environment and the Ministry of Construction, is organizing a scientific conference on “Vietnam’s real estate market in the context of amendments to the Land Law, Housing Law, and Law on Real Estate Business.” The conference aims to identify the opportunities and challenges facing Vietnam’s real estate market as mechanisms and policies change, and their implications for socioeconomic development in the current context. The conference provides an opportunity for comprehensive assessment, multidimensional analysis, and in-depth forecasting of the impacts of changes to the legal framework, mechanisms, and policies on Vietnam’s real estate market in the coming period as key laws take effect. Its outcomes will provide additional information for timely proposals on specific mechanisms and policies to implement major Government projects for real estate market development. They will also support the Ministry of Natural Resources and Environment and the Ministry of Construction in researching, drafting, and issuing subordinate legislation (decrees and circulars) consistent with the country’s development realities.

II. Conference Objectives and Topics

The conference aims to assess the state of Vietnam’s real estate market in the first half of 2024 and the impacts of legal changes on the real estate market in the new context. It will address the implementation of relevant laws, focusing on analyzing the impacts of the 2024 Land Law (amended), the 2023 Housing Law (amended), and the 2023 Law on Real Estate Business (amended), which will take effect on August 1, 2024. On this basis, it will propose timely solutions to promote the effective implementation of these laws, contributing to the recovery and sustainable development of the real estate market in the coming period.

To achieve these objectives, the conference will focus on the following topics:

– Assessing and clarifying the state of Vietnam’s real estate market in the first half of 2024, identifying existing difficulties, obstacles, and legal bottlenecks;

– Assessing major legal and policy changes affecting Vietnam’s real estate market, focusing on the impacts of new provisions in the 2024 Land Law (amended), the 2024 Housing Law (amended), and the 2023 Law on Real Estate Business (amended);

– Assessing behavioral changes among real estate market participants and forecasting adjustment trends in specific real estate market segments (commercial housing, social housing, tourism and resort real estate, agricultural real estate, etc.) in response to legal adjustments and the new domestic and international economic context;

– Proposing specific regulations and policies during the implementation of the Land Law and the Law on Real Estate Business (amended) of 2024, and effectively implementing major Government projects to restore and sustainably develop Vietnam’s real estate market in the coming period.

III.
