On November 15, 2024, Deputy Prime Minister Le Thanh Long, on behalf of the Prime Minister, signed Decision No. 1386/QĐ-TTg on converting National Economics University (NEU) into a comprehensive university.

The Government requires NEU to reorganize its structure and operations on the basis of the existing National Economics University in accordance with the Law on Higher Education and relevant legal provisions.

The University Council, Chair of the University Council, and President of National Economics University will continue to perform their functions and duties and exercise their powers under current regulations until the Minister of Education and Training decides to establish the University Council and recognize the Chair of the University Council and the President of NEU in accordance with the law.

With this conversion decision, NEU becomes Vietnam’s ninth comprehensive university. Previously, the University Council of National Economics University passed a Resolution establishing three colleges: the College of Economics and Public Management, the College of Business, and the College of Technology. This was the first step toward restructuring the University and its planned conversion into a comprehensive university, with the aim of becoming a smart university and a digital university that provides learners with a good learning environment and experience.

NEU currently has approximately 28,000 full-time students, nearly 1,100 faculty and staff, and 87 undergraduate academic programs, including 25 programs delivered in English. In its development strategy for 2021–2030, the University aims to rank among Vietnam’s top five universities.

Under the 2018 Law on Higher Education, a university and a comprehensive university are two different concepts. Universities and academies are institutions that provide education and conduct research across multiple disciplines. Comprehensive universities provide education and conduct research across multiple fields and comprise constituent universities and faculties.

To convert from a university into a comprehensive university, Government Decree 99 of 2019 stipulates that institutions must meet three conditions: be assessed as meeting quality standards by a legally authorized accreditation organization; have at least three colleges and 10 doctoral disciplines, with more than 15,000 full-time students; and obtain approval from their direct supervisory agency and investors.
