During the 2020-2025 term, the Party Organization of National Economics University (NEU) clearly demonstrated its role as the core leadership body, providing comprehensive direction across all areas of activity and helping build a strong University in every respect, gradually affirming its standing in Vietnam’s higher education system and on the international stage.

NEU leaders perform the ceremony marking National Economics University’s transition to its new university model.

Affirming a Leading Role in Higher Education

During the term of the 28th Party Congress, the NEU Party Committee effectively exercised its leadership role in setting strategic directions, developing plans, and implementing the University’s major programs and projects. The system of documents supporting leadership and management became increasingly comprehensive. Administration was conducted openly, democratically, and transparently; communications and political and ideological education received greater attention and became more effective. Due attention was given to Party building and development, as well as inspection and oversight. The organizational structure underwent pivotal changes aimed at streamlining operations and improving effectiveness and efficiency, while mechanisms for decentralization, autonomy, and accountability were gradually introduced for constituent and directly affiliated units.

In its academic activities, the University introduced numerous innovations and achieved comprehensive development across all levels and modes of education. Science and technology activities produced impressive results, further affirming its leading position among higher education institutions in economics, management, and business administration. International cooperation made substantial progress through joint education and research programs. Quality assurance, testing, and university rankings yielded many positive results. The application of information technology and digital transformation in education was accelerated. Financial management operated under an autonomy mechanism, ensuring transparency and fairness. Faculty and staff income and benefits increased steadily over the years. Facilities and equipment for teaching, learning, and research continued to be upgraded toward greater modernization.

The achievements of the past term resulted from many factors, foremost among them the solidarity and shared commitment of all faculty, staff, and students; the strategic, decisive, and highly unified leadership of the Party Committee, University Council, and Board of Management; and effective coordination among the University’s sociopolitical organizations. At the same time, reformed mechanisms and policies, particularly those on university autonomy, created a favorable legal framework that enabled the University to act proactively and flexibly in its administration. NEU also effectively tapped the potential and advantages of its partnerships with central agencies, international organizations, alumni networks, localities, and businesses, thereby mobilizing substantial intellectual, human, and financial resources for education and scientific research.

Drawing on its leadership and direction during the 2020-2025 term, the NEU Party Committee identified five lessons to guide the next phase. First, the Party Committee’s comprehensive and absolute leadership over all areas of the University’s activities must be strengthened, with close coordination between the administration and political mass organizations. Party building and rectification must occupy a central position to enhance the leadership capacity and fighting strength of Party organizations. Second, political stability must be maintained, and solidarity and unity must be fostered among all faculty, staff, and students. Democracy, openness, and transparency in all activities provide the foundation for developing the University into a multidisciplinary, multifield research university and a center of research excellence that proposes socioeconomic development policies and advises businesses and organizations on solutions. Third, the University’s traditions and strengths must be leveraged, alongside mechanisms that motivate and encourage groups and individuals to put forward initiatives and proactively develop and implement action programs. Grassroots democracy regulations must be implemented rigorously and substantively. Fourth, relationships with Party and State agencies, ministries, departments, sectors, localities, and alumni networks must be proactively leveraged to support teaching and scientific research toward sustainable development. Fifth, ongoing attention must be given to organizational and personnel affairs, building a contingent of Party members and public employees with firm political integrity and strong professional competence. Particular attention must be paid to nurturing and developing leaders at all levels who think innovatively, dare to think and act, and demonstrate a strong sense of responsibility. This is a key factor in ensuring the sustainable development of the Party Organization and the University.

Goals for 2030: Enhancing Regional and Global Standing

As higher education is profoundly affected by globalization, the Fourth Industrial Revolution, digital transformation, and artificial intelligence (AI), educational institutions have many opportunities to develop in both breadth and depth. Trends toward multidisciplinary, interdisciplinary, and transdisciplinary education are driving universities to renew their governance and organizational models to keep pace with emerging trends and adapt to the demands of competition and development. The amended Law on Higher Education and Decrees on university autonomy enable universities to harness their internal strengths, attract resources from society, and improve the quality of education and research to meet the requirements of integration and development. The Politburo’s Resolution No. 57-NQ/TW dated December 22, 2024, on the development of science, technology, innovation, and digital transformation continues to provide impetus for higher education institutions to advance research and develop high-quality human resources. Notably, NEU’s transition to its new university model under the Prime Minister’s Decision No. 1386/QĐ-TTg dated November 15, 2024, opens up favorable opportunities for the University to exercise comprehensive autonomy, develop vigorously, and enhance its regional and international standing.

NEU leaders, school students, and parents attend the NEU Openday 2025 admissions and career counseling event.

NEU has identified several core guiding principles: developing on the foundation of its inherited identity and traditions while creating new values; building a high-quality, multidisciplinary, multifield university model with smart governance and comprehensive autonomy; placing improvements in education and research quality at the center, governance innovation as the key, workforce development as the foundation, and care for staff well-being as an ongoing task.
