Efforts have focused on revising, supplementing, and refining institutions, mechanisms, and policies to remove bottlenecks and unlock resources for development. Digital infrastructure has made a “leap forward” in capacity, technology, and quality. In 2025, mobile Internet speeds ranked among the world’s top 20, surpassing many developed countries. National and sectoral data centers have begun operating; international connectivity has more than doubled compared with the end of 2020; and the Starlink satellite Internet project is being actively implemented.

The digital economy has grown strongly, increasingly affirming its role as an important new growth driver. The number of digital technology enterprises rose rapidly from 58,000 in 2020 to approximately 80,000 in 2025. Digital technology product exports in 2025 are estimated at USD 172 billion, more than 1.7 times the 2020 figure. The e-commerce market in 2025 is estimated at USD 36 billion, three times its size in 2020. Cashless payments have become widespread in both urban and rural areas, while tax administration and electronic invoicing have been implemented vigorously and effectively.

Digital society has developed as digital technology becomes present in every aspect of life, helping people connect, improve their digital skills, use convenient digital services, and establish a digital culture, thereby enhancing their quality of life. The national population database has delivered practical benefits; the VneID platform has become a widely used digital tool serving people and businesses, integrating numerous services in areas such as finance, banking, education, and healthcare…

At the forum, delegates presented papers and discussed numerous issues related to digital economy and digital society development, including the use of national population data and universal access to digital services to develop the digital economy and digital society; experience in developing open data to support digital economy and digital society development; models for digital transformation and green industrial transformation that increase labor productivity and help overcome the middle-income trap; proposed online export models; farm models that apply digital technology to improve agricultural productivity, product quality, and transparency in product origin traceability; the AI transformation journey for Vietnamese enterprises and their efforts to conquer global markets; and the application of digital technology to develop the nation’s cultural industries…

Also at the forum, the Prime Minister and representatives of higher education institutions and enterprises held a ceremony to launch the “Learning through Practical Work” Program. This systemic initiative is based on a three-party cooperation model involving the state, educational institutions, and enterprises. It aims to promote the development of a digital economy workforce for 10 key industries and sectors, helping address the need for high-quality human resources in national digital transformation. These changes have strengthened the confidence of people and businesses and created momentum for rapid and sustainable socioeconomic development.

According to Prime Minister Pham Minh Chinh, practical experience has demonstrated that digital transformation is well suited to the qualities and capabilities of Vietnamese people: intelligence, innovative thinking, diligence, and an eagerness to learn. He emphasized the need to continue spreading Vietnamese cultural values of solidarity, humanity, innovative thinking, and diligence within digital society.

On behalf of Party and State leaders, the Prime Minister acknowledged, commended, and highly valued the efforts and achievements of ministries, agencies, and localities, especially the Ministry of Science and Technology, as well as the solidarity, support, and active participation of people and businesses. The National Forum on Digital Economy and Digital Society Development is an annual event that provides a space for policy dialogue, experience sharing, and the promotion of innovative initiatives in national digital transformation. The third National Forum on Digital Economy and Digital Society Development focused on providing an overview of digital economy and digital society development in 2021–2025. It also identified bright spots, bottlenecks, growth potential, and new policy space as a basis for proposing breakthrough solutions for the subsequent period. Delegates reviewed Vietnam’s digital economy and digital society development in 2021–2025, shared practical experience and successful models of digital transformation in ministries, agencies, and localities, and held in-depth discussions on the application of artificial intelligence (AI) in developing the digital economy and digital society. Prime Minister Pham Minh Chinh provides guidance in his address at the third National Forum on Digital Economy and Digital Society Development. The forum assessed that Vietnam’s digital economy had made remarkable progress in recent years. Efforts have focused on revising, supplementing, and refining institutions, mechanisms, and policies to remove bottlenecks and unlock resources for development. This systemic initiative is based on a three-party cooperation model involving the state, educational institutions, and enterprises. It aims to promote the development of a digital economy workforce for 10 key industries and sectors, helping address the need for high-quality human resources in national digital transformation. NEU is participating in cooperation in digital business management with Base Enterprise Joint Stock Company. The Prime Minister, leaders of ministries and agencies, and representatives of higher education institutions and enterprises launch the “Learning through Practical Work” program.
