Selected Research Collaboration and Government Advisory Activities of National Economics University in 2024

1. National Scientific Conference on “Vietnam’s Economy in 2023 and Prospects for 2024: Boosting Aggregate Demand for Economic Growth in a New Context” and Launch of the Vietnam Annual Economic Review 2023

A. Objectives

To provide an overall assessment of the economy and examine the prospects for the national economy in the years ahead.

B. Organizers

National Economics University (NEU) served as the lead organizer, in collaboration with the Central Economic Commission and the National Assembly’s Economic Committee.

C. Results

The study indicates that:

First, despite efforts to improve commercial banks’ capital adequacy ratios, their capital buffers remain relatively thin compared with international standards and those of other countries in the region.

Second, in terms of asset quality, economic difficulties and a subdued real estate market have led to rising nonperforming loan ratios across most loan categories. The on-balance-sheet nonperforming loan ratio of nearly 5% reflects signs that economic difficulties are spilling over into the financial and monetary sector.

Third, maturity mismatches are a major bottleneck. Short-term deposits account for over 80% of banks’ total funding, while medium- and long-term lending accounts for nearly 50% of loans.

2. National Scientific Conference on “Vietnam’s Real Estate Market in the Context of Amendments to the Land Law, Housing Law and Law on Real Estate Business”

A. Objectives

To discuss and clarify the impacts of changes to the legal framework and innovations in policy mechanisms on Vietnam’s real estate market in the coming period as key laws take effect. At the same time, to propose specific, timely policy mechanisms to implement the Government’s major projects for real estate market development, while supporting the Ministry of Natural Resources and Environment and the Ministry of Construction in researching, drafting and issuing implementing regulations (decrees and circulars).

B. Organizers

NEU, in collaboration with the Ministry of Natural Resources and Environment and the Ministry of Construction.

C. Results

Many experts agreed that the three amended laws—the Land Law, Housing Law and Law on Real Estate Business—have helped reduce inconsistencies among the laws. In particular, these three laws took effect five months earlier than originally planned, helping generate positive momentum and promote the recovery and development of the real estate market.

3. National Scientific Conference on “European Union Legal Issues Concerning the Emerging ESG Market and Policy Implications for Vietnam”

B. Organizers

NEU, in collaboration with the Director of the Vietnam Institute of Strategy and Policy for Industry and Trade, Ministry of Industry and Trade; the Institute of Comparative Law, Hanoi Law University; the Office of the National Assembly; the Central Committee of the Ho Chi Minh Communist Youth Union; and others.
