Repeal of Certain Normative Legal Documents in Education

On November 28, 2024, the Minister of Education and Training issued Circular No. 21/2024/TT-BGDĐT, repealing normative legal documents issued or jointly issued by the Minister of Education and Training in the field of education.

Accordingly, the following normative legal documents are repealed in their entirety:

1. Joint Circular No. 35-TT/LB dated April 21, 1994, of the Ministry of Education and Training (MOET) and the Ministry of Finance, providing guidance on managing education and training budgets.

2. Joint Circular No. 13/1999/TTLT-BGD&ĐT-BTC-BYT dated March 16, 1999, of the Ministry of Education and Training (MOET), the Ministry of Finance, and the Ministry of Health, providing guidance on implementing healthcare provisions for foreign students studying in Vietnam.

3. Decision No. 28/2005/QĐ-BGD&ĐT dated August 30, 2005, provisionally promulgating the Khmer language curriculum for primary and lower secondary schools.

4. Decision No. 49/2007/QĐ-BGDĐT dated August 29, 2007, promulgating the training program for teachers and administrators on inclusive education for students with disabilities and impairments at the lower secondary level.

5. Joint Circular No. 13/2008/TTLT-BGDĐT-BLĐTBXH-BTC-BNV-UBDT dated April 7, 2008, of the Ministry of Education and Training (MOET), the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance, the Ministry of Home Affairs, and the Committee for Ethnic Minority Affairs, providing guidance on implementing certain articles of Decree No. 134/2006/NĐ-CP on the nomination-based admission scheme for university-, college-, and intermediate-level educational institutions within the national education system.

6. Circular No. 05/2009/TT-BGDĐT dated March 24, 2009, promulgating the professional training program in inclusive education management.

7. Circular No. 23/2010/TT-BGDĐT dated July 22, 2010, promulgating regulations on the set of developmental standards for five-year-old children.

8. Circular No. 22/2011/TT-BGDĐT dated May 30, 2011, promulgating regulations on science and technology activities in higher education institutions.

9. Circular No. 12/2013/TT-BGDĐT dated April 12, 2013, promulgating the pedagogical training program for lecturers in higher education institutions.

10. Circular No. 10/2019/TT-BGDĐT dated August 9, 2019, prescribing standards for the positions of Head and Deputy Head of education and training departments under the People’s Committees of rural districts, urban districts, district-level towns, provincial cities, and cities within centrally governed cities.

11. Circular No. 13/2019/TT-BGDĐT dated August 30, 2019, prescribing standards for the positions of Director and Deputy Director of education and training departments under the People’s Committees of provinces and centrally governed cities.

Circular No. 21/2024/TT-BGDĐT takes effect on January 14, 2025.
