PRESS INFORMATION ON THE POLICY DIALOGUE SEMINAR:

“Directions and Solutions for High and Sustainable Economic Growth Through 2045”

I. Background

During post-pandemic recovery and development, Vietnam faces an urgent need to enhance competitiveness, restructure its economy, and fully leverage opportunities arising from international economic integration to achieve sustainable development goals. The Party and the State have set targets of at least 8% growth in 2025 and “double-digit” growth in the 2026-2030 period, aiming to join the ranks of upper-middle-income countries by 2030 and high-income countries by 2045. Pursuing double-digit economic growth is not only a strategic aspiration but also a measure of the country’s vision, determination, and capacity for macroeconomic management.

However, achieving double-digit growth presents numerous challenges related to institutions, resources, the quality of growth, labor productivity, science and technology, and businesses’ internal capabilities. At the same time, a volatile global environment—with factors such as geopolitical tensions, changes in major countries’ policies, digital transformation, supply chain shifts, and requirements for green and sustainable development—also requires Vietnam to adopt development strategies that are flexible, effective, and capable of delivering breakthroughs.

Achieving the ambitious targets set for 2025 and the 2026-2030 period requires a comprehensive reassessment of Vietnam’s growth over 40 years of Doi Moi (Renewal), identification of shortcomings, limitations, bottlenecks, and constraints, and an assessment of their causes. It also requires analysis and assessment of growth scenarios and factors affecting economic growth in the next period, to propose strategic solutions that promote “double-digit” economic growth in 2026-2030 with the goal of making Vietnam a high-income country by 2045.

Against this backdrop, NEU, in collaboration with the Central Commission for Policy and Strategy, is organizing a policy dialogue seminar on “Directions and Solutions for High and Sustainable Economic Growth Through 2045.” The seminar aims to provide a forum for academic, policy, and practical exchanges, helping clarify current growth bottlenecks, identify necessary conditions, and propose breakthrough solutions toward rapid and sustainable growth in the coming period.

II. Seminar Objectives and Content

The seminar’s overall objective is to assess the bottlenecks, limitations, and constraints on economic growth in recent years and their causes, identify the necessary conditions and foundations, and propose breakthrough solutions that enable Vietnam to achieve high and sustainable economic growth through 2045.

Specific objectives:

– Assess Vietnam’s economic growth in the recent period; identify achievements, limitations, bottlenecks, and constraints in economic growth and clarify their causes;
