Speaking at the ceremony, Assoc. Prof. Dr. Bui Huy Nhuong, Vice President, welcomed the trainees to the course. He also expressed his appreciation to the 160 trainees, who lead public service units under departments and agencies across Lao Cai Province, for arranging their schedules and work commitments and, in particular, promptly addressing the aftermath of Typhoon Yagi to attend the course.

Prof. Bui Huy Nhuong emphasized that, with its long history of development and experienced lecturers, NEU continues to affirm its role as a trusted partner for localities in training and developing high-quality human resources. This is the second year that NEU has worked with the Lao Cai Provincial Department of Home Affairs to organize training courses for leaders of public service units in the province.
