To realize the goal of becoming a developing country with modern industry and high middle income by 2030 and a developed, high-income country by 2045, the economy needs to maintain a high and sustainable growth rate while successfully transitioning to a growth model based on science and technology, innovation, digital transformation, and the development of a knowledge-based economy.

According to Prof. Dr. To Trung Thanh, high-quality human resources are a key factor determining the competitiveness and growth potential of the economy. The implementation of Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation, along with Resolution No. 68-NQ/TW on private economic development, has set urgent requirements for the development of human resources with the qualifications, skills, and innovative capacity to meet the demands of the digital economy, knowledge economy, and international integration.
