Prof. Dr. Pham Hong Chuong, President of NEU, delivers remarks.
Speaking at the event, Prof. Dr. Pham Hong Chuong, President of NEU, said that securing Scopus indexing for the English-language edition of the Journal of Economics and Development was an important objective set out in NEU’s Development Strategy for 2021-2030.
Following sustained efforts and a rigorous application, appraisal, evaluation and approval process, the University’s JED was officially included in the list of Scopus-indexed journals on December 10, 2023. This marks a major advance in the Journal’s more than 30 years of development and an important contribution to NEU’s 68-year history of development.
“JED’s inclusion in Scopus is an honor and a source of pride for the University’s faculty and staff, demonstrating the scientific research capabilities not only of NEU scholars but also of Vietnamese scholars. It also demonstrates the close connections, continuity and dissemination of knowledge among scholars in Vietnam and abroad through the publication of scientific articles that meet international standards and have a far-reaching impact,” said Prof. Dr. Pham Hong Chuong.
The NEU President expressed confidence that JED’s achievement would open up new opportunities. He also affirmed NEU’s commitment to continuing to support JED as it establishes its standing as a reputable international journal based in Vietnam and indexed in Scopus, bringing together and connecting domestic scholars to publish high-quality scientific articles that contribute to global knowledge. This would also help enhance the academic reputation of NEU and Vietnamese scholars in the region and worldwide. “We hope to continue receiving guidance and assistance from MOET, the Ministry of Science and Technology and state management agencies, as well as support and assistance from the scientific community, for JED in particular and Vietnamese scientific journals in general,” Prof. Dr. Pham Hong Chuong said.

According to Deputy Minister of Education and Training Nguyen Van Phuc, NEU’s Journal of Economics and Development is the second journal from universities under MOET to gain inclusion in Scopus. More than a year earlier, the journal of the University of Economics Ho Chi Minh City had also joined Scopus. This achievement reflects sustained efforts built on a lengthy preparation process.
Deputy Minister of Education and Training Nguyen Van Phuc speaks at the event.
The Deputy Minister said that in recent years, the Party and the State have issued numerous guidelines and policies to internationalize higher education, helping improve the quality of education and scientific research and advance the integration of Vietnamese higher education into the region and the world.
Over the past 10 years, the number of international publications by Vietnamese higher education institutions in reputable journals indexed in Web of Science (WoS) and Scopus has increased more than fourfold. “At this point, we can affirm that lecturers and scholars at Vietnamese universities have matured academically and truly have the capacity to publish internationally and integrate into the global community,” the Deputy Minister said.
The Deputy Minister noted that, according to MOET statistics for higher education institutions under the Ministry, publication quality has also improved significantly alongside the increase in publication numbers, particularly for international articles in Q1 and Q2 journals.
According to Deputy Minister Nguyen Van Phuc, on January 15, 2019, the Prime Minister issued Decision No. 69/QĐ-TTg approving the initiative “Improving the Quality of Higher Education for 2019-2025.” As part of this initiative, MOET approved a project to support 21 scientific journals at higher education institutions in upgrading to international standards, including 19 journals to join the ASEAN Citation Index (ACI) and two journals to join the Scopus scientific database. The Journal of Economics and Development is among the university journals that have benefited from this initiative.
The Deputy Minister emphasized that the inclusion of the Journal of Economics and Development (JED) in Scopus demonstrates that NEU and JED have successfully fulfilled their tasks under the MOET project implemented from 2019 to the present.
“I am pleased to recognize the efforts of NEU and JED in effectively using funding from the Ministry’s project to make remarkable progress toward international standing and gain official indexing in the reputable Scopus database, becoming Vietnam’s second journal in economics, social sciences and humanities, and its 12th journal overall, to join Scopus,” the Deputy Minister said.
Deputy Minister of Education and Training Nguyen Van Phuc also noted that JED’s achievement demonstrates NEU’s effective investment of counterpart resources to lay the foundation for the Journal’s sustainable development and its achievement today.
With JED’s inclusion in Scopus, economics scholars in Vietnam can now publish internationally through JED, rather than publishing only in international journals as before. This will help strengthen the presence and reach of Vietnamese science within the international scientific community.
Deputy Minister of Science and Technology Tran Hong Thai speaks at the event.
Speaking at the event, Deputy Minister of Science and Technology Tran Hong Thai acknowledged that securing the inclusion of the Journal of Economics and Development (JED) in Scopus required considerable sweat, tears and effort from the Journal’s Editorial Council, Editorial Board, staff and employees, as well as the leadership of NEU.
Emphasizing that securing inclusion in an internationally recognized index for a journal in economics and social sciences is no easy task compared with other fields such as natural sciences, Deputy Minister Tran Hong Thai expressed his sense of honor and pride at the inclusion of the Journal of Economics and Development (JED) in Scopus.
Prof. Dr. Le Quoc Hoi, Editor-in-Chief of the Journal of Economics and Development, speaks at the event.
Also at the ceremony, Prof. Dr. Le Quoc Hoi, Editor-in-Chief of the Journal of Economics and Development, affirmed: “Building on the successful journey toward inclusion in Scopus, JED is confidently embarking on a new phase of development with new goals. I sincerely hope to continue receiving guidance and support from the Ministry of Education and Training (MOET), the Ministry of Science and Technology and state management agencies, as well as support and assistance from the University’s faculty and staff and the scientific community in Vietnam and abroad, so that JED can reach further and affirm its standing as a reputable international scientific journal, worthy of the trust, support and expectations that NEU’s faculty and staff and the scientific community have placed in it.”
Scopus is a reputable scientific database established in November 2004. To be indexed in Scopus, journals must undergo a rigorous evaluation and selection process by a subject review board against 21 criteria covering important areas such as the international diversity of the editorial board and authors, article quality, citation metrics and transparent policies…
The Journal of Economics and Development is a scientific journal in economics and development with two editions: an English-language edition published on Emerald Publishing’s platform with four issues per year, and a Vietnamese-language edition with 12 issues per year. Since its official debut on Emerald Publishing’s database in May 2019, the Journal of Economics and Development has published 15 issues featuring 104 research articles by authors from 45 countries around the world, with foreign authors accounting for more than 70% of all authors.
