Expanding the use of artificial intelligence across the higher education system in the 2024-2025 academic year

On August 23, 2024, the Ministry of Education and Training (MOET) issued Official Letter No. 4606/BGDĐT-GDĐH on implementing tasks for the 2024-2025 academic year in higher education and teacher training colleges, including a requirement to expand the use of artificial intelligence across the higher education system.

Specifically, regarding general tasks, MOET called for continued implementation and completion of tasks under the Government’s action program, particularly the implementation of Conclusion No. 91-KL/TW of 2024 on education and training reform. The goal is to improve the quality of training and research and prepare for a new stage of higher education development, with a focus on high-quality human resources.

Alongside these efforts, five priority tasks are to be implemented:

– Refine development strategies, strengthen organizational structures, and mobilize all resources to enhance university governance capacity, improve the conditions needed to ensure educational quality, improve and develop internal quality assurance systems, improve each training institution’s performance indicators, and fully meet the criteria of the standards for higher education institutions.

– Substantially reform curricula and modes of training while strengthening management and improving the quality of human resource training and capacity for scientific research and innovation, especially in priority fields and disciplines aligned with regional and local development directions.

– Expand the use of digital technology, particularly artificial intelligence, across the higher education system, in conjunction with administrative reform, innovation in institutional management and governance, and reform of teaching and learning methods, examinations, testing, and assessment, creating a positive impact on general education reform.

– Step up training, professional development, recruitment, and development of highly qualified lecturers and scientists and leading experts, particularly in selected priority, key, and high-tech disciplines and fields.

– Effectively implement tasks and thoroughly prepare proposals and projects under the Government’s action programs to implement Resolutions of the Party Central Committee and the Politburo, as well as strategies, master plans, programs, and proposals approved by the Prime Minister, particularly those concerning the development of high-quality human resources for Vietnam’s high-tech industries, with a focus on the semiconductor chip, artificial intelligence, cybersecurity, biotechnology, and green energy industries.

Regarding specific tasks, MOET set out eight specific tasks for training institutions.
