Accordingly, units are to report on and assess the implementation of their work plans and budget estimates for the first nine months of 2025. They are also to draw on their functions, responsibilities, and work results in 2025 to develop work plans for 2026 based on the year’s key tasks.

Concluding the conference, the University’s leaders requested that units promptly finalize their 2026 budget estimates to ensure economy, efficiency, and compliance with current regulations. The estimates must closely reflect the objectives, work plans, and key tasks for 2026, while ensuring feasibility and alignment with the University’s development direction.

Units were tasked with reviewing and reassessing expenditure items and spending norms for each activity, and on that basis proposing revisions and additions to finalize the Internal Spending Regulations. This is considered an important step toward improving financial governance efficiency and contributing to the successful implementation of the 2026 development plan and the University’s strategic objectives in the new phase.
