Call for Papers for the National Scientific Conference on “Vietnam’s Real Estate Market in the Context of Amendments to the Land Law, Housing Law, and Law on Real Estate Business”
Dear Researchers,
During 2022–2023, Vietnam’s real estate market faced numerous difficulties and challenges, some of which stemmed from legal obstacles. From 2024 onward, the real estate market is expected to enter a new chapter and see a strong recovery as key laws change. In November 2023, the National Assembly voted to pass the 2023 Law on Real Estate Business (amended) and the 2023 Housing Law (amended), and in early 2024, the 2024 Land Law (amended) was also passed. These amended laws, which will take effect on August 1, 2024, have helped put the final pieces of the legal framework for the real estate market in place. The real estate market has grounds to anticipate a more sustainable recovery as a key legal framework takes shape, introducing numerous regulations and policy mechanisms that affect the market and its participants.
To provide a forum for exchange, sharing, and open discussion of the opportunities and challenges facing Vietnam’s real estate market, National Economics University (NEU), in collaboration with the Ministry of Natural Resources and Environment and the Ministry of Construction, is organizing a national scientific conference on “Vietnam’s Real Estate Market in the Context of Amendments to the Land Law, Housing Law, and Law on Real Estate Business.”
The Conference Organizing Committee invites researchers to submit papers to the conference. Papers should focus on the following specific topics:
The current state of Vietnam’s real estate market, identifying existing difficulties, obstacles, and legal bottlenecks;
International experience concerning the impact of policy mechanisms, particularly land and real estate policies, on the real estate market;
Assessment of major legal and policy changes affecting Vietnam’s real estate market, focusing on the impact of changes introduced in the 2023 Law on Real Estate Business (amended), the 2023 Housing Law (amended), and the 2024 Land Law (amended);
Assessment of changes in the behavior of real estate market participants and forecasts of adjustment trends in specific real estate market segments in response to legal changes and the new domestic and international economic context;
Forecasts of development opportunities and challenges for the real estate market in response to changes in policy mechanisms (by specific segment);
Proposals for specific regulations and policies during the implementation of the 2023 Law on Real Estate Business (amended), the 2023 Housing Law (amended), and the 2024 Land Law (amended) to restore and sustainably develop Vietnam’s real estate market in the coming period; and other related topics.
