The Plan requires the identification of specific activities and tasks so that ministries, ministerial-level agencies, Government agencies, and People’s Committees of provinces and centrally administered cities (ministries, sectors, and localities) can focus on directing and organizing the coordinated and effective implementation of the Vietnam National Qualifications Framework for vocational education qualifications, ensuring compliance with the Law on Vocational Education, the Law on Education, and legal regulations.
One of the Plan’s key tasks and measures is to develop and issue documents and materials for implementing the Vietnam National Qualifications Framework for vocational education qualifications.
Specifically, from Q2 2021 to Q4 2022, regulatory documents and guidance materials on learning outcomes and minimum learning workloads measured in credits for vocational education qualifications will be developed and finalized.
From Q3 2021 to Q2 2022: Develop and issue a system of directive documents and guidance materials for vocational education institutions to review and adjust the structure, content, and methods of delivering academic programs in line with learning outcomes and the provisions of the Law on Vocational Education, ensuring that they meet employers’ requirements.
From Q1 2022 to Q6 2022: Study and refine regulations on quality assurance for vocational education qualifications, including the quality of distance education and online education, and revise and supplement vocational education quality accreditation criteria and standards, from Q4 2021 to Q4 2023; study and establish relationships linking occupational competency standards and national occupational skills standards to training qualifications under the national qualifications framework.
From Q3 2021 to Q3 2025: Another key task and measure is to implement, update, and develop vocational academic programs in accordance with the Vietnam National Qualifications Framework, including continuing to provide guidance on and develop learning outcomes for occupations at different vocational education qualification levels, ensuring compliance with the Law on Vocational Education and guidance documents.
From Q1 2022 to Q4 2023: Provide guidance on adjusting the structure, content, and methods of delivering academic programs, and on developing detailed modules, subjects, courses, textbooks, and training plans based on updated and developed academic programs, ensuring compliance with the Law on Vocational Education and guidance documents and meeting practical requirements.
From Q4 2021 to Q4 2025: Carry out activities in the process of referencing the Vietnam National Qualifications Framework (for vocational education qualifications) against the ASEAN Qualifications Reference Framework and other national qualifications frameworks, including implementing mutual recognition of qualifications and skills between Vietnam and countries around the world, particularly those in the ASEAN region.
