Training expenditure limits for Lao and Cambodian students (under bilateral agreements) studying in Vietnam with Vietnamese aid funding

On December 28, 2023, the Minister of Finance issued Circular 75/2023/TT-BTC providing guidance on the management of training funds for Lao and Cambodian students (under bilateral agreements) studying in Vietnam with Vietnamese aid funding.

– Long-term training programs: Not exceeding VND 3,350,000 per person per month.

– Short-term training programs: Not exceeding VND 7,150,000 per person per month.

– Training institutions in the fields of defense, security, cryptography, physical education and sports, and culture and arts may apply a 10% increase to the expenditure limits for the corresponding training programs specified above.

Note: For each specific expenditure item, the training institution’s prescribed expenditure limits apply, provided that they comply with the law and total expenditure does not exceed the limits specified above. If a training institution spends more than the prescribed expenditure limits, it must use its other lawful financial resources to cover the difference.

Students who choose another means of transportation (other than air travel) are reimbursed for the actual fare shown on the invoice for the travel service. The fare must not exceed the lowest economy-class airfare from the point of departure to the destination.

+ For regular master’s programs with periodic on-site sessions rather than full-time attendance: For each on-site study session, students receive support for one flight at the lowest economy-class fare, either outbound or return. If the training institution arranges group transportation to/from the border checkpoint with the students’ agreement, travel costs to/from the border checkpoint are reimbursed based on actual expenditure, not exceeding 50% of the lowest economy-class airfare from the point of departure to the destination.
