The group leader must hold a doctoral degree, have expertise relevant to the group’s research field, have academic standing and experience in international publication, and be capable of building research networks with domestic and international partners for international publication. At the time of selection, the group leader must not be leading a University-level or equivalent research project or be subject to disciplinary action for violations in science and technology.

Each group may have a maximum of 10 members and must include at least three University researchers and at least one domestic or foreign partner who shares the same research topic and has outstanding experience in international publication. Group members must have expertise relevant to the group’s research field.

Applications to establish High-Quality International Publication Groups may be submitted by individual researchers from different units or by units on behalf of their researchers.

2. Implementation Period and Funding

2.1. Implementation Period:

High-Quality International Publication Groups may operate for a maximum of three years. The contract may be closed out whenever the group has completed the required outputs and the articles have been published online with DOI identifiers.

2.2. Funding:

Funding consists of two components:

– Funding to support group activities: up to VND 150 million per group.

– Funding for accepted outputs: Funding for accepted outputs is calculated in accordance with Notice No. 1478/TB-ĐHKTQD dated August 16, 2022, issued by the President of NEU, providing guidance on awards for internationally published articles in 2022, and other applicable notices on the list of reputable ISI/SCOPUS journals and the list of ISI/SCOPUS journals that are discouraged, ineligible for University funding or subject to reduced University funding. The maximum award amounts are as follows:
