Comrade Bui Duc Tho, Secretary of the Party Committee and Chair of the University Council, presents the Political Report to the University’s 29th Party Congress for the 2025-2030 term
At the Congress, on behalf of the Presidium, Bui Duc Tho, Secretary of the Party Committee and Chair of the University Council, presented the Political Report to the University’s 29th Party Congress for the 2025-2030 term.
During the term of the 28th Congress, the NEU Party Committee effectively exercised its leadership role in setting strategic directions, developing plans, and implementing the University’s major programs and projects. The system of documents supporting leadership and management became increasingly comprehensive. Operations were conducted openly, democratically, and transparently; communications and political and ideological education received attention and became more effective. Due attention was given to Party building and development, inspection, and oversight. The organizational structure underwent pivotal changes toward streamlining and greater effectiveness and efficiency, while mechanisms for decentralization, autonomy, and accountability were gradually introduced for constituent and affiliated units.
In its academic work, the University introduced numerous innovations and achieved comprehensive development across all levels and modes of education. Science and technology activities delivered impressive results, further affirming its leading position among higher education institutions in economics, management, and business administration. International cooperation advanced significantly through joint education and research programs. Quality assurance, testing, and university rankings yielded many positive results. The application of information technology and digital transformation in education was accelerated. Financial management followed an autonomy-based mechanism, ensuring transparency and fairness. Faculty and staff income and benefits increased steadily over the years. Facilities and equipment for teaching, learning, and research continued to be improved and modernized.
The achievements of the past term resulted from many factors, most importantly the solidarity and shared commitment of all faculty, staff, and students; the strategic, decisive, and highly unified leadership of the Party Committee, University Council, and University leadership; and effective coordination among the University’s sociopolitical organizations. At the same time, innovative mechanisms and policies, particularly the policy on university autonomy, created a favorable legal environment, enabling the University to act proactively and flexibly in its operations. NEU also effectively leveraged the potential and advantages of its partnerships with central agencies, international organizations, alumni networks, localities, and businesses, thereby mobilizing substantial intellectual, human, and financial resources for education and scientific research.
Drawing on its leadership and direction during the 2020-2025 term, the NEU Party Committee identified five lessons to guide the next stage. First, the Party Committee’s comprehensive and absolute leadership over all areas of the University’s activities must be strengthened, ensuring close coordination between the administration and political mass organizations. Party building and rectification must be given a central role to enhance the leadership capacity and fighting strength of the Party organization. Second, political stability must be maintained, and solidarity and unity fostered among all faculty, staff, and students. Democracy, openness, and transparency in all activities form the foundation for developing the University into a multidisciplinary, multifield research university and a center of research excellence that proposes socioeconomic development policies and advises businesses and organizations on solutions. Third, the University’s traditions and strengths must be leveraged, alongside mechanisms to motivate and encourage groups and individuals to put forward initiatives and proactively develop and implement action programs. Regulations on grassroots democracy must be implemented rigorously and substantively. Fourth, relationships with Party and state agencies, ministries, commissions, sectors, localities, and alumni networks must be proactively and effectively leveraged to support teaching and scientific research toward sustainable development. Fifth, continued attention must be paid to organizational and personnel affairs, building a contingent of Party members and public employees with firm political commitment and strong professional competence. Particular attention must be given to training and developing leaders at all levels who demonstrate innovative thinking, the courage to think and act, and a strong sense of responsibility—a key factor in ensuring the sustainable development of the Party Organization and the University.
The report also reviewed and evaluated the implementation of the Resolution of the 28th Congress and outlined the directions and action programs of the NEU Party Committee for the 2025-2030 term.
