18th Hanoi Party Congress Holds Preparatory Session This Afternoon (October 15)

The 18th Hanoi Party Congress for the 2025-2030 term takes place over three days, October 15, 16 and 17, at the National Convention Center. The Congress holds its preparatory session this afternoon (October 15).

Attending the Congress’s preparatory session are representatives of the leadership of central Party commissions. The Congress brings together 550 delegates representing nearly 500,000 Party members across the Party Organization.

The 18th Hanoi Party Congress is a major political event, taking place 3.5 months after Hanoi reorganized its commune-level administrative units and established a two-tier local government model.

Under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the Congress will lay the foundation for Hanoi to enter a new stage of development, with a determination to seize opportunities, overcome challenges and build the capital characterized by “Cultural Heritage – Civilization – Modernity.” Hanoi will take a pioneering role alongside the rest of the country in entering a new era—an era of prosperous development and national strength for Vietnam—making an important contribution to achieving the country’s development goals through 2030, with a vision to 2045.

During the preparatory session, the Congress will address important matters, including electing the Congress Presidium, the Congress Secretariat and the Delegate Credentials Verification Committee; adopting the agenda for the Congress’s official session; adopting the Congress’s rules of procedure; and providing information on certain aspects of elections within the Party. The Congress will also hear a report summarizing comments on the draft documents to be submitted to the 14th National Party Congress and the 18th Hanoi Party Congress; announce the lists of delegations and discussion groups at the Congress; and provide guidance on certain preparations for the official session. Delegations will hold their own meetings and report the results to the Congress Presidium.
